Accordingly, the construction site is located in the landslide and subsidence area of Thuong Thoi Tien embankment with a length of about 370m (including the embankment lock). The construction period is from the date of issuance of the Emergency Construction Order to December 31, 2026, from the local budget, the central budget and other legal sources of capital.
The Chairman of the People's Committee of Dong Thap province assigned the Project Management Board of Dong Thap province to be the investor of the above-mentioned emergency construction project, responsible for organizing the preparation of construction documents and procedures and organizing the selection of contractors with sufficient capacity to operate construction activities in accordance with regulations. The Department of Agriculture and Environment shall preside over and coordinate with the Project Management Board of Dong Thap province and relevant units to be responsible for the contractor's construction methods to ensure savings and efficiency before construction begins.
The Department of Finance shall coordinate with the Department of Agriculture and Environment and relevant units to advise and propose to the Provincial People's Committee on funding sources to overcome subsidence and landslides in accordance with the provisions of the law on public investment, the law on state budget and relevant legal provisions.
On the same day, October 18, the Chairman of Dong Thap Provincial People's Committee also signed and issued Decision No. 1160/QD-UBND on issuing an Order to urgently construct works for the Emergency Remediation Project on Tien River bank landslides at Nguyen Huong Street (Tan Tich hamlet and Tinh Hung hamlet, Cao Lanh ward).

The Chairman of the People's Committee of Dong Thap province assigned the Management Board of Investment and Construction Projects of Area 1 to be the investor of the above-mentioned urgent construction project, responsible for organizing the preparation of documents and procedures for construction of the project and organizing the selection of contractors with sufficient capacity to operate construction in accordance with regulations; assigned the Department of Agriculture and Environment to preside over and coordinate with the Management Board of Investment and Construction Projects of Area 1 and relevant units to be responsible for the contractor's construction methods to ensure savings and efficiency before starting construction.
The construction of the above two emergency projects aims to promptly overcome and proactively prevent landslides and subsidence of the Tien River bank, promptly ensuring the safety of people's lives and property and businesses, the safety of natural disaster prevention works, technical infrastructure systems and people's traffic.
Dong Thap province proposed the Ministry of Finance to synthesize and submit to the Prime Minister for consideration and support of capital from the central budget (about 830 billion VND) to urgently handle two areas of serious landslides on the banks of the Tien River in Thuong Phuoc commune and Cao Lanh ward.
Previously, the Chairman of Dong Thap Provincial People's Committee decided to declare an emergency situation of landslides on the Tien River bank in the Thuong Thoi Tien embankment area; and an emergency situation of landslides on the Tien River bank on Nguyen Huong Street (Tan Tich hamlet and Tinh Hung hamlet), Cao Lanh ward.
