The draft Resolution on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province will be presented at the 7th Session of the 15th National Assembly.

On the afternoon of April 15, under the chairmanship of National Assembly Chairman Vuong Dinh Hue, the National Assembly Standing Committee began its 32nd session, giving opinions on the draft Law and Ordinance Building Program for 2025 and adjustments to the 2024 Program.

Attending the meeting were members of the National Assembly Standing Committee, National Assembly agencies, and agencies under the National Assembly Standing Committee.

On the guest side, there were representatives of leaders of ministries and branches. Leaders of Nghe An province included comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee.

Presenting the Government's proposal on adjusting the 2024 Program, Minister of Justice Le Thanh Long said that the Government proposed to add 7 draft laws, 1 draft ordinance, and 2 draft resolutions to the Program.

Specifically, 2 draft Resolutions were submitted to the National Assembly for comments and approval according to the 1-session process, including: Resolution of the National Assembly on a number of specific mechanisms and policies for the development of Nghe An province and Resolution of the National Assembly amending and supplementing Resolution No. 119/2020/QH14 dated June 19, 2020 of the National Assembly on piloting the organization of an urban government model and a number of specific mechanisms and policies for the development of Da Nang city.

With the Resolution for Nghe An province, the Government proposed to build a Resolution with 5 policy groups with 17 specific policies, including: State financial and budget management group (5 policies); Urban, natural resources and environment management group (3 policies); Investment management group (4 policies); Marine economic development group (2 policies); Organization and staffing group (3 policies).

At the meeting, regarding the draft Resolution on piloting a number of specific mechanisms and policies for the development of Nghe An province, the Law Committee and the Standing Committee of the Finance and Budget Committee agreed with the Government's proposal to submit the draft Resolution to the National Assembly for consideration and approval at the 7th Session according to the process at one session and according to the shortened order and procedures.

However, the Law Committee proposed to amend the name of the Resolution to Resolution on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province to distinguish it from the current Resolution No. 36/2021/QH15 and to comply with the requirements of Resolution No. 39-NQ/TW.

Based on the Government's Submission, the National Assembly Standing Committee agreed to submit the content of the draft Resolution on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province at the 7th Session according to the process at one session and according to the shortened order and procedures.

The 32nd session of the National Assembly Standing Committee is expected to take place over 4 working days to give opinions on 18 contents and 3 contents for written opinions.

The National Assembly Standing Committee will give its opinions on the contents submitted to the National Assembly at the 7th Session, the groups of supervision issues, and the groups of important national issues. At the same time, the National Assembly Standing Committee will also give its opinions on the preparation for the 7th Session and review the National Assembly's report on the people's petition work in March 2024.

At the meeting, the National Assembly Standing Committee also considered matters within its authority. In particular, the National Assembly Standing Committee will give its opinion on Submission No. 01/TT-CTN dated March 1, 2024 of the President on the signing of a loan agreement between the Socialist Republic of Vietnam and the International Bank for Reconstruction and Development (IBRD) for the Priority Infrastructure and Climate-Resilient Urban Development Project in Vinh City, Nghe An Province.
