Japan concerned about food security as rice prices soar
In Japan, the Ministry of Agriculture reported that retail rice prices continued to rise. In the week ending November 30, the average price of rice at 1,000 supermarkets reached 4,335 yen/5 kg - the highest level since March 2022. Branded rice increased to 4,551 yen/5 kg, accounting for nearly 70% of consumption, while mixed rice also increased sharply to 3,870 yen/5 kg.
A survey of 1,200 other supermarkets showed that the average price of rice reached 3,835 yen per 5 kg, while a survey of 6,000 retail stores recorded an increase to 4,315 yen per 5 kg, reflecting a widespread increase across many channels.
Rice prices in Japan are set to continue rising sharply in 2024 due to poor harvests, adding to the burden on households already hit by soaring energy and other staple prices, raising concerns about food security.
Japanese businesses and consumers are increasingly turning to cheaper imported rice. Data shows that rice imports by Japanese private companies in September 2025 increased nearly 160 times compared to the same period last year, despite being subject to a 341 yen per kilogram tax.
Faced with this situation, the new Prime Minister Sanae Takaichi is preparing to announce an economic package to support people's basic living expenses. One idea mentioned by Agriculture Minister Norikazu Suzuki is to issue rice coupons to certain households.
