On September 3, Prime Minister Pham Minh Chinh signed a decision to transfer and appoint Mr. Vu Hai Quan, member of the Party Central Committee, Chairman of the Council, Director of Ho Chi Minh City National University, to hold the position of Permanent Deputy Minister of Science and Technology.
The decision takes effect from the date of signing.
Mr. Quan was born in 1974 in Ninh Binh . Mr. Quan graduated from the Faculty of Mathematics and Information Technology, University of Natural Sciences (Ho Chi Minh City National University) in 1996 with a thesis that achieved a perfect score and was awarded first prize - the student scientific research award.
That same year, he stayed on at the school as a teaching assistant and continued his research.
From 2001 to 2005, Mr. Quan was a research student at the University of Trento, Italy and received his doctorate.
Mr. Quan then continued his postdoctoral research at the University of Leuven, Belgium. In February 2005, he successfully defended his doctoral thesis and received a postdoc scholarship at the University of Leuven.
Returning to Vietnam in 2007, Mr. Quan held many positions such as director of the International Training Center ITEC, head of the AILab artificial intelligence laboratory, and vice principal of the University of Natural Sciences (Ho Chi Minh City National University).
On October 5, 2017, he was appointed by the Prime Minister to the position of Vice President of Ho Chi Minh City National University.
In January 2021, Vu Hai Quan, permanent deputy director of Ho Chi Minh City National University, was appointed as director of Ho Chi Minh City National University until now.
