Monitoring the use of public assets, specifically houses and land, in Dong Ha City.

This afternoon, October 9th, a supervisory delegation from the Standing Committee of the Quang Tri Provincial People's Council, led by Vice Chairman Nguyen Tran Huy, worked with the Dong Ha City People's Committee on the implementation of policies and laws regarding the management, use, and rearrangement of public assets, specifically land and buildings, of agencies, organizations, and units in the area during the period 2018-2024.

During the period 2018-2024, the People's Committee of Dong Ha City seriously implemented the Law on Management and Use of Public Assets and related decrees. The procurement, transfer, and liquidation of assets were carried out in accordance with the delegated authority as stipulated in the resolutions of the Provincial People's Council.

Following the Provincial People's Committee's approval of the plan for rearranging and handling the houses and land of agencies, units, and organizations under Dong Ha City, the City People's Committee issued numerous directives instructing agencies and units to manage, use, rearrange, and handle public assets in accordance with regulations.

Currently, the entire city has 188 properties (houses and land) belonging to agencies, units, and organizations. Of these, the administrative sector has 124 properties (including neighborhood cultural centers); the Party organization, the Vietnam Fatherland Front Committee, and other organizations and associations have 6 properties; and the public service sector has 58 properties.

However, there are still 84 properties lacking land use right certificates (including 57 neighborhood cultural centers); and 8 properties that have been handed over to agencies and public service units for use but have not yet undergone asset and land use right transfer.

On the other hand, there is one property in the area that is currently under land dispute; there are no properties being used for purposes other than those intended. For some properties that are no longer needed, the City People's Committee has proposed and submitted to the Provincial People's Committee a request to auction off the assets on the land and transfer the land use rights to generate revenue for the construction of the Dong Ha City Administrative Center, thus avoiding the waste of public assets.

During the meeting, the leaders of the Dong Ha City People's Committee stated that the biggest difficulty currently is that the project for using public assets for rental purposes by the Dong Ha City Cultural, Information and Sports Center has not yet been approved by the Provincial People's Committee, resulting in a lack of revenue for the center's operations and hindering its activities. In addition, the land and property records of some agencies and units are incomplete, making them ineligible for land use right certificates.

We propose that the Provincial People's Committee promptly approve the plan for adjusting, supplementing, rearranging, and handling the land and buildings of units under the management of the Dong Ha City People's Committee, and decide on the transfer of public assets, specifically land and buildings, so that the city has a basis for implementation. At the same time, we request that the Department of Natural Resources and Environment provide guidance and facilitate the completion of legal documents for submission to competent authorities to issue land use right certificates to agencies and units.

Speaking at the meeting, Vice Chairman of the Provincial People's Council Nguyen Tran Huy requested the Dong Ha City People's Committee to incorporate the feedback received during the meeting to finalize the report in a comprehensive and detailed manner for submission to the supervisory delegation.

At the same time, the City People's Committee needs to proactively coordinate with relevant departments and units to review the current situation and causes of the lack of land use right certificates at some properties in the area, and then propose specific solutions that are practical and in accordance with the law.

Regarding the proposals and recommendations of the Dong Ha City People's Committee, the monitoring team will take them into consideration and include them in the comprehensive report for discussion and work with relevant levels and sectors, thereby developing definitive solutions...
