
According to observations, from around 7:00 AM on October 14th, Xuan Thuy Street from the Tran Dang Ninh intersection to Pham Van Dong Street experienced traffic congestion, with vehicles moving slowly in both directions; Vo Chi Cong Street heading towards the city center did not experience congestion, and vehicles were moving slowly.
The My Dinh bus station area experienced flooding in several spots, resulting in prolonged traffic congestion in both directions. At the intersection of Nguyen Co Thach - Tran Huu Duc and Le Quang Dao, the U-turn towards Me Tri was experiencing localized congestion due to a sudden increase in the number of people and vehicles during peak hours.

According to the National Center for Hydro-Meteorological Forecasting, the Hanoi area will experience rain, moderate rain, and thunderstorms from early morning on October 14th until the end of October 15th, with rainfall amounts of 30-60mm, and locally heavy rain exceeding 90mm.
To ensure safety while traveling in the rain, authorities advise people to turn on their headlights, reduce speed, maintain a safe distance, observe carefully, and strictly follow the instructions of traffic controllers to ensure their own safety and the safety of the community.
