The Hanoi People's Committee has requested that the progress of the investment project to build a road surrounding the Chu Văn An memorial area and the investment project to build Ring Road 2.5 (Dam Hong - National Highway 1A section) be accelerated.
The Hanoi City People's Committee Office has just issued Notice No. 588 regarding the conclusions of the Chairman of the Hanoi City People's Committee, Tran Sy Thanh, concerning the progress of two public transport infrastructure investment projects under the BT (Build-Transfer) model: the project to build a road surrounding the Chu Van An memorial area in Thanh Tri district; and the project to build Ring Road 2.5 (Dam Hong - National Highway 1A section) in Hoang Mai district.

Specifically, regarding the implementation of the investment project to build traffic routes surrounding the Chu Van An Memorial Area, the Chairman of the Hanoi People's Committee requested the People's Committees of Ha Dong and Thanh Tri districts to focus on and urgently accelerate the land clearance process, with a particular focus on resolving obstacles in land clearance at the intersection with Phan Trong Tue Street (Road 70), to be completed no later than June 2025. The investor should concentrate resources on constructing the intersection with Phan Trong Tue Street (Road 70) to be completed in 2025.
Notably, in order to expedite the completion of the Ring Road 2.5 construction project (Dam Hong - National Highway 1A section) in Hoang Mai district, and to synchronize it with the commissioning of the underpass construction project between Ring Road 2.5 and Giai Phong road, the Hanoi People's Committee has agreed in principle to continue signing an addendum to extend the BT contract (Build-Transfer contract for construction projects as stipulated by law) for the Ring Road 2.5 construction project (Dam Hong - National Highway 1A section) in Hoang Mai district.
The Hanoi Department of Transport is tasked with leading and coordinating with the City's Investment and Construction Project Management Board to urgently review, advise, and propose to the City People's Committee on signing an addendum to extend the BT contract, and proposing the authorization of the agency to sign the addendum.
The Chairman of the City People's Committee also assigned the Department of Planning and Investment to take the lead and coordinate with relevant units, based on the report of the City Inspectorate and the opinion of the City Police, to review the legal basis, the process of formation and implementation of the investment project to build the new urban area expanding in the North and Northwest of Dai Kim - Dinh Cong, the BT project (Ring Road 2.5 section from Dam Hong to National Highway 1A, Hoang Mai district), the signed BT contract and other related contents, and propose a report to the City People's Committee for consideration and resolution.
