From the beginning of June 2024, Agribank's Quang Ninh branch invested in equipment at its transaction counters, provided professional training for its staff, and launched the Agribank Plus application with updated biometric information settings. Simultaneously, it informed customers about the State Bank of Vietnam's regulations on updating biometrics or new identification documents to replace the old ID card through various means such as written documents, banners, posters, and text messages. To ensure uninterrupted, smooth, and convenient transactions for customers, the branch dispatched staff to agencies and units using payroll services to assist with installation. Furthermore, the branch arranged for staff to work outside of regular business hours, including Saturdays and Sundays, to meet the demand for biometric information updates or new identification document updates. Currently, the company has installed biometric information for over 42,000 customers, thereby enhancing the security and safety of financial transactions, especially in the context of increasingly popular online transactions.

According to regulations of the State Bank of Vietnam, from January 1, 2025,   Individual customers who have not updated their biometric information will only be able to use their physical cards to withdraw money at ATMs and make transactions at POS terminals. Other transactions, including online payments, cash withdrawals via QR code at ATMs, and other electronic card transactions, will be temporarily suspended. Furthermore, according to the 2023 Identity Card Law, 9-digit or 12-digit national identity cards will no longer be valid from January 1, 2025. Therefore, customers who have not updated their identification documents will have all transactions suspended, including at counters, online, and at ATMs.

This regulation will also apply to corporate customers from July 1, 2025. Information updates can be done directly on the Mobile Banking application or at bank branches. Therefore, in addition to implementing support solutions, banks are also actively optimizing their applications to help customers proactively perform the process. For example, MBBank Quang Ninh has updated, disseminated, and provided instructions on using the biometric contact feature on its mobile application to help customers who are having difficulty updating their biometrics. They can ask relatives to scan their biometrics at home without having to go to a branch. As long as customers have fully updated their online profile and biometric profile in the "Identification Documents" section, they can use their own MBBank application, select the "Biometric Contact" feature in the "Add" section to easily update biometric data for relatives and friends in just 2 minutes. This feature is especially useful as children, relatives, and friends can help update each other's biometric data without worrying about their phones not supporting NFC technology.

Customers can receive assistance in updating their biometric information at the transaction counter.

Mr. Thai Manh Cuong, Deputy Director of the State Bank of Vietnam's Quang Ninh branch, stated: The province currently has 3.4 million individual accounts, of which 2.5 million are active. Recently, the number of online payment transactions has increased sharply in the area, by approximately 35% compared to the same period last year. Therefore, updating biometric information is a crucial solution to minimize the possibility of fraud, scams, and risks during transactions. It is also an important protective measure, helping each customer build a secure barrier for their account. The State Bank of Vietnam's Quang Ninh branch has issued a directive to banks in the province to proactively inform, support, and update biometric information and new identification documents for customers starting from the beginning of December. This will minimize disruptions, congestion, and risks during the peak payment period of the year-end months. At the same time, banks are required to take responsibility if fraud, deception, or forgery occurs that affects customers.
