This afternoon, December 19th, in Dong Ha City, the Border Guard Command of Quang Tri province and the Security Department 2 of Savannakhet and Salavan provinces, Lao People's Democratic Republic, held their annual talks for 2023.

In the spirit of solidarity and special friendship, the two sides informed each other about the situation related to their respective borders; the results of coordination in border management and protection; immigration control; import and export; crime prevention and control; and propaganda work, twinning, and exchanges during the past period.
Accordingly, the Quang Tri Border Guard and the Security Departments of Savannakhet and Salavan provinces have effectively maintained coordination and information exchange to serve the task of managing and protecting the border and border gates.
The two sides have exchanged more than 1,000 valuable pieces of information, effectively serving the tasks of managing and protecting the border and border gates, combating various types of border-related crimes, and contributing to ensuring security and order in the border area.
The Quang Tri Border Guard Command and the Savannakhet Provincial Security Department advised the border working group of the two provinces to participate in working with the border experts of Vietnam and Laos on opening the A Roong (Vietnam) - Xa Dun (Laos) border crossing; creating favorable conditions for traffic through the Ta Rung (Vietnam) - La Co (Laos) sub-border gate.
The Quang Tri Border Guard Command and the Salavan Provincial Security Department have coordinated a survey of infrastructure to support the Vietnam-Laos National Border Steering Committee in upgrading the Coc (Vietnam) - A Xoc (Laos) sub-border gate pair into a main border gate in the period 2020-2030.
Leaders from both sides instructed the Vietnamese border guard posts and the Lao police forces to maintain and effectively implement the signed twinning agreement. They also advised local Party committees and authorities at all levels to maintain and effectively implement the twinning model between border communities and the mass movement for self-management of border areas and national boundary markers, and for combating crime.
Both sides have coordinated to strengthen propaganda and mobilization efforts to encourage people on both sides of the border to strictly abide by the laws of each country and regulations concerning the border area; to definitively resolve illegal migration, illegal marriages across the border, and encroachment on cultivated land and settlement.
In addition, the Quang Tri Border Guard Command directed border guard posts to coordinate with border guard posts and stations of the Security Departments of Salavan and Savannakhet provinces to effectively implement the "Helping Children Go to School" program, assisting 9 Lao students with particularly difficult circumstances to attend school.
During the meeting, the Border Guard Command of Quang Tri province and the Security Department 2 of Savannakhet and Salavan provinces (Laos) signed a memorandum of cooperation for 2023.
Accordingly, in the coming period, both sides agreed to continue to coordinate closely and in depth in gathering and exchanging information and effectively combating various types of crimes, especially drug crimes, human trafficking; drug trafficking and transportation; activities of exiled reactionaries; terrorism, transnational crimes and other types of crimes violating the law related to the two sides of the border.
Coordinate the implementation of operational activities and basic investigations in key areas and locations with complex crime situations; coordinate the investigation and verification of information regarding crimes.
Strengthen coordination and advise local Party committees and authorities on both sides to promote propaganda and mobilization efforts to ensure the effective implementation of the Protocol on the Vietnam-Laos border and border markers.
Agreement on the Regulations for Border Management and Border Gates between Vietnam and Laos; actively participating in the movement to report crimes.
The two sides will coordinate to tighten management, inspection and control of entry and exit, import and export through border gates and border gate areas; promptly detect and strictly handle violations.
