The 14th National Party Congress is an important political event, not only summarizing the past five years but also determining goals and tasks for the next period, while shaping strategic thinking and vision for the country's development until the mid-21st century.
To realize these goals, the Congress Documents were developed for the first time, along with a draft Action Program to implement the Congress Resolution . This is considered a revolutionary innovation, aiming to overcome weaknesses in implementation organization - an issue that has been pointed out many times in previous terms.
For the first time, the draft action program of the Central Executive Committee to implement the Resolution of the National Party Congress was issued. This document clearly specifies the specific programs, projects and plans to be implemented during the term; at the same time, clearly assigns responsibilities to each Party committee at all levels, from the Central to the local level, with specific progress, resources and implementation conditions.

Dr. Nguyen Duc Hien , Deputy Head of the Central Policy and Strategy Committee, commented: "This document has a very fundamental innovation compared to previous Congresses, that is, attached to the draft Resolution of the Congress is a very detailed action program. I believe that this will overcome limitations in organization and implementation."
Mr. Bui The Giang , former Deputy Head of the Central Foreign Affairs Commission, commented: "This is clearly a program with depth in vision, purpose and feasibility. It has enough elements to ensure implementation. I feel the action very clearly in this term."
In the field of resource management, use, environmental protection and climate change response, the action program has identified 11 key tasks . One of them is the project to handle air pollution in Hanoi and Ho Chi Minh City, assigning the two cities as the leading agencies, the Ministry of Agriculture and Environment to coordinate implementation. Implementation time is in 2026, with resources from the budget.

Prof. Dr. Pham Hong Chuong , former Principal of the National Economics University, said: "We have the right direction, but the important thing is to implement specific solutions. Building this action program is a big step forward in realizing the goal."
Dr. Bui Van Thach , Vice Chairman of the Central Theoretical Council, emphasized: “We need to innovate and strongly improve the organization and implementation. This is a revolution in implementing the Resolution to thoroughly overcome the long-standing weaknesses.”
Recent practice has shown the effectiveness of clearly assigning responsibilities, clarifying progress and regularly monitoring, as demonstrated in the reform of the apparatus – completed in just 8 months. This success further strengthens confidence in the innovation capacity of the political system, while creating an important foundation for the next steps of development during the 14th Congress term.
