In the context of rapidly changing and complex global and regional situations, to maintain strategic initiative, it is necessary to proactively study, understand, assess, and forecast the situation, and promptly advise the Party and State on policies and countermeasures regarding military and national defense, avoiding passivity and surprise in all situations.

Senior Lieutenant General Huynh Chien Thang presented a paper at the conference.

Accordingly, we must leverage our combined strength, concentrate all resources, and enhance our capacity for research, forecasting, and strategic planning on military and national defense accurately, promptly, comprehensively, and with a focus on key areas. We must research, advise, and propose effective implementation of comprehensive, fundamental, and long-term policies and solutions to prevent the risks of war and conflict early and from afar; and address maritime and island issues. We must advise the Party and State on building a national defense system and a national defense posture integrated with a robust people's security system and people's security posture; improve the quality of operations of provincial and city defense zones and military region defenses within the strategic layout of the entire country; and strengthen national defense potential and national power, ensuring the ability to effectively mobilize and respond to national defense and security situations.

To improve the quality of research, forecasting, and strategic advice on military and defense, it is necessary to focus on building, consolidating, and perfecting the organization of strategic military and defense advisory agencies in the direction of being lean, compact, strong, synchronous, and specialized. Research and develop mechanisms and policies for training high-quality human resources; attract and encourage a team of cadres, experts, leading scientists , leaders, and commanders with extensive experience in research, forecasting, and strategic advice; gradually build a system of research, forecasting, and strategic advisory agencies on military and defense that are equal to the requirements of the task.

Build a leadership, direction and coordination mechanism between agencies inside and outside the Army in carrying out research, forecasting and strategic advice on military and national defense to ensure unity, synchronization and efficiency. Prioritize investment in building a standardized and synchronous database system, ensuring convenience in sharing and linking between information and documentation agencies to provide multi-dimensional, objective and highly reliable information.

To contribute to building a strong and effective people's security system, the General Staff of the Vietnam People's Army has coordinated with the staff of the Public Security to develop programs and plans for the effective implementation of strategies and policies on national security protection, linked with building and consolidating the political system, developing the economy, culture, society, and foreign relations; perfecting the legal system on national security protection; specifically defining the tasks, powers, responsibilities, and obligations of agencies, organizations, and individuals in protecting national security; and building a strong national security protection force.

In the coming period, the global and regional situation is expected to continue to be complex, with both traditional and non-traditional security challenges continuing to increase, posing potential threats to the security of many countries, including Vietnam. This requires the armed forces and the police, specifically the General Staff and the advisory agencies of the Ministry of Public Security, to strengthen their coordination even more closely in building a strong people's security system.

First and foremost, we must continue to thoroughly and comprehensively understand the Party's viewpoints on strengthening coordination between the Army and the Police in carrying out national defense and security tasks, including the task of building a strong people's security foundation. We must advise on, research, develop, and effectively implement the content of plans, projects, programs, and coordination plans, or tasks assigned by the Party and the State to the Army and the Police related to building a strong people's security foundation.

Regularly coordinate to grasp, analyze, and comprehensively forecast the world, regional, and domestic situation affecting national defense and security tasks, including the task of building people's security; proactively increase the exchange of experiences and practices to help the Public Security force build a specialized force to protect national security as the core of building people's security... contributing to building a strong, widespread, and comprehensive people's security, meeting the requirements and tasks of protecting the Fatherland in the new situation.
