Attending the event were: Colonel Phuong Nam Ky, Provincial Party Committee member, Political Commissar of the Provincial Military Command; Luan Chien Cong, Provincial Party Committee member, Party Committee Secretary, Chairman of the People's Council of Hoa An commune; leaders of Regiment 852 and the Command Board of Defense Zone No. 1 - Truong Ha; Commune Military Command, youth union members and a large number of people from Lung Phay hamlet.

Lung Phay hamlet is a particularly difficult area of Hoa An commune, with 49 households/228 people, 100% of whom are Mong ethnic people; 2 poor households, 12 near-poor households. Currently, the road to the hamlet is nearly 2km long, of which about 1km of the steep slope has been concreted, the rest is still a narrow dirt road with many rocks, often muddy and slippery in the rainy season, causing difficulties for the children's travel, study and production.
In response to the urgent needs of the people, the People's Committee of Hoa An commune supported materials including cement, sand, and gravel; coordinated with the Provincial Military Command to mobilize 60 officers and soldiers along with more than 100 officers, youth union members, teachers, police forces, militia and people of Lung Phay hamlet to participate in transporting materials, breaking rocks, leveling the ground to construct a road nearly 300m long, 2.5m wide, 15cm thick concrete. The project is expected to be completed on December 14, 2025.
The “Army-Civilian Friendship” route, once completed, will contribute to improving traffic infrastructure, creating conditions to promote socio -economic development, strengthening local security and defense, and further strengthening the close relationship between the army and the people. With the joint efforts of the Provincial Military Command, local authorities and people, the project will bring a new look and improve the quality of life for the people of Lung Phay hamlet.
