Proposal for Ho Chi Minh City to have a strategy for retraining and upgrading the skills of workers.

On the afternoon of August 20th, the Standing Committee of the Ho Chi Minh City Party Committee held a conference to gather feedback from political and social organizations in the city on the draft documents for the 14th National Party Congress and the political report of the 1st Ho Chi Minh City Party Congress, term 2025-2030.

Comrade Nguyen Phuoc Loc, Deputy Secretary of the City Party Committee and Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City, presided over the conference.

Also co-chairing the meeting were members of the Standing Committee of the City Party Committee: Vo Ngoc Thanh Truc, Vice Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City, President of the Ho Chi Minh City Women's Union; and Bui Thanh Nhan, Vice Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City, President of the Ho Chi Minh City Federation of Labor.

The conference noted contributions on sustainable economic development linked to environmental protection, integrated economic and socio-cultural development; ensuring social progress and equity; and comprehensive human development indicators.

Delegates proposed numerous solutions to further refine the content of tasks and solutions, especially those related to strong breakthroughs in the development of science and technology, innovation and digital transformation, innovation of growth models, development of the private economy, and creating momentum for rapid and sustainable development.

In a specific comment, Vice Chairman of the Ho Chi Minh City Federation of Labor, Phung Thai Quang, remarked that building a livable, civilized, modern, and compassionate city cannot be separated from ensuring the material and spiritual well-being and promoting the role of workers. They are both the subjects and beneficiaries of development achievements.

Mr. Phung Thai Quang also stated that urban development cannot be separated from improving the material and spiritual lives of citizens, workers, and laborers. According to him, providing practical care for workers and laborers, improving the quality of human resources, and building harmonious labor relations are both social security tasks and sustainable development strategies for Ho Chi Minh City.

In the context of Ho Chi Minh City's transformation towards a digital economy, circular economy, high-tech industry, and high-quality services, the quality of human resources is a prerequisite for realizing the strategic development goals of Ho Chi Minh City.

Therefore, he suggested that the city needs a strategy to retrain and upgrade the skills of workers, helping them to have stable jobs, better incomes, and improved living conditions. At the same time, he proposed developing a retraining roadmap and support for career transitions for unemployed workers, developing a public employment service ecosystem, and adding specific policies for female and older workers.

From a gender equality perspective, the Standing Vice President of the Ho Chi Minh City Women's Union, Trinh Thi Thanh, suggested that Ho Chi Minh City needs stronger solutions in the area of ​​female cadres. She also proposed adding specific targets for the percentage of women in leadership positions, especially in the fields of technology, economics, and science. Ms. Trinh Thi Thanh also suggested building a database of potential female cadres in Ho Chi Minh City.

Meanwhile, Do Ngoc Huy, Vice Chairman of the Ho Chi Minh City Farmers' Association, suggested that Ho Chi Minh City needs to comprehensively assess agriculture , rural areas, and rural residents, and develop a master plan suitable to the specific characteristics of each region, linked to social welfare goals and improving the quality of life for the people. The development of smart, green rural areas must link agricultural production with industry and services, aiming for a harmonious connection between rural and urban areas in the spirit of "villages within cities, cities within villages."

Concluding the conference, Comrade Nguyen Phuoc Loc affirmed that the cause of reform and integration for development requires a long-term vision, strong political determination, and above all, the unity and consensus of the entire political system and all strata of the city's people. Therefore, he directed further research, revision, and refinement of the document, ensuring its practical contribution to meeting requirements and befitting Ho Chi Minh City as the leading economic hub, a center of innovation, and a crucial driving force for national development.

Comrade Nguyen Phuoc Loc emphasized that for Ho Chi Minh City to develop, the Vietnam Fatherland Front and the city's political and social organizations have a role to play in contributing to the development of the entire political system, leveraging the internal strength of the great national unity of Ho Chi Minh City, contributing to building the foundation and shaping the development path of Ho Chi Minh City not only for the next 5 years but also for the long term, so that Ho Chi Minh City – the city honored to bear the name of the beloved President Ho Chi Minh – can continue to fulfill its mission of "for the whole country, together with the whole country" and contribute to the whole country.
