According to the decision, Mr. Ngo Cong Thuc, Vice Chairman of the People's Committee of An Giang province, holds the role of Head of the Special Working Group. The Working Group includes leaders of many relevant departments and branches: Agriculture and Environment, Construction, Justice, Finance, Culture and Sports, Provincial Police, Forestry, People's Procuracy, Phu Quoc Economic Zone Management Board, Phu Quoc National Park and Phu Quoc Special Zone Government.

The special task force, which is fully equipped with an interdisciplinary apparatus including full legal, administrative and enforcement forces, is an important basis for enhancing the effectiveness of inspection and supervision in the field. At the same time, it ensures synchronous coordination in handling complicated cases related to land, forests and construction... areas that have many potential risks of violations in Phu Quoc.
The improvement aims to tighten state management discipline, promptly detect, prevent and strictly handle violations of the law in the fields of land, forestry and construction. Especially in the context of Phu Quoc special economic zone being under great pressure from urbanization, tourism and real estate development, many areas on the island have encountered encroachment on forest land, misuse of land, illegal construction, causing public outrage.
According to the decision, the main activities of the Working Group are to inspect and urge the implementation of directives of the Provincial Party Committee and the Provincial People's Committee, and to monitor the responsibilities of agencies and units in the management and use of land, forestry and construction. On that basis, the Working Group has the right to recommend competent authorities to handle the responsibilities of cadres, civil servants and public employees if signs of violations are detected during the management process.

The working group is responsible for developing plans, organizing inter-sectoral forces, applying measures to prevent, investigate and handle violations. At the same time, periodically and suddenly report the implementation results to the Standing Committee of the Provincial Party Committee and the Provincial People's Committee for monitoring and direction. During the operation, the team leader and deputy team leaders are allowed to use the seal of the agency where they work, and are allowed to requisition police forces, cadres, civil servants, public employees and means and equipment to serve the task according to regulations.
Regarding funding and means of operation for the Working Group, the Department of Finance shall preside over and coordinate with the Department of Agriculture and Environment to advise the Provincial People's Committee on budget allocation according to regulations. Particularly for the hiring of vehicles and workers to serve the enforcement, relocation, and destruction of illegal constructions and crops on forest land and agricultural land, the People's Committee of Phu Quoc Special Zone shall be responsible for allocating funding for implementation.
