Reasonable land allocation

Land use planning and plans are important bases for implementing specialized planning, and are the basis for land allocation, land lease, and land use conversion. Therefore, the People's Committee of Chi Lang district always pays close attention to and directs the implementation of land use planning and plans, with the viewpoint: Using land economically, reasonably, effectively, and associated with protecting the ecological environment.

According to the 2023 Land Use Plan, Chi Lang has a total area of ​​over 70,400 hectares; of which, over 53,400 hectares are agricultural land; over 4,200 hectares are non-agricultural land; over 12,700 hectares are unused land. It is expected to convert 426 hectares of agricultural land to non-agricultural land; reclaim 392 hectares of agricultural land, 46.6 hectares of non-agricultural land; and put 173.7 hectares of unused land into use.

The process of implementing land use planning and plans closely follows the situation and results of implementing previous planning and plans, local socio-economic development plans; with the participation of opinions from people, sectors, communes and towns. Ensuring that land is arranged reasonably and harmoniously, meeting the land use needs of all levels, sectors, organizations and individuals, building technical infrastructure, urban and rural residential areas, contributing to the immediate and long-term development of the district.

Accordingly, agricultural land continues to decrease, focusing on converting crop structure, investing in intensive farming, increasing crops, applying scientific and technological advances in production to increase land use coefficient. Expanding non-agricultural land area to build technical infrastructure, social infrastructure, develop urban areas, tourism, services. Fully exploiting unused land fund, but must ensure savings, harmony, proper use, and sufficient demand. Closely combining land improvement with land use, especially agricultural land to increase soil fertility, prevent soil degradation, protect ecological environment, and urban landscape.

Mr. Le Anh Tung - Head of the Department of Natural Resources and Environment of Chi Lang district, said: In recent years, the work of land allocation, land recovery, and land use conversion in the district has always closely followed the planning and land use plan approved by the Provincial People's Committee. Thanks to that, the management of urban areas and rural residential areas has had positive changes compared to the previous period, gradually overcoming the situation of illegal land use conversion, not following the planning, limiting land disputes and complaints.

The district also always prioritizes allocating sufficient land funds for the purposes of industrial development, tourism services and other production and business purposes. Along with that, through the auction of land use rights and bidding for projects using land, land has become an important financial resource serving the local socio-economic development.

Promoting the people's supervisory role

After the planning and land use plan were approved by the Provincial People's Committee, Chi Lang organized the announcement and publicization to all levels, sectors, and people in the district to know and supervise the implementation. Through that, it helps land users grasp information, correctly perceive the role and importance of planning and land use plans in socio-economic development.

Regularly urge relevant units to strictly implement land use plans, ensuring consistency and continuity in land management and use. Review and resolutely reclaim projects that have not put land into use after the prescribed time limit, or are ineffectively used, to organize auctions of land use rights, and bid to select investors to implement projects using land.

Assign the People's Committees of communes and towns to regularly inspect land use in the management area to promptly detect and recommend competent authorities to handle cases of land use for improper purposes, not in accordance with planning and land use plans.

However, in addition, in some residential areas, there are still cases of encroachment, illegal construction, not in accordance with planning, not for the right purpose. The management of land records in localities still has many shortcomings, leading to difficulties in inspection, supervision, and implementation of land use plans. Investment resources for implementing some projects using land identified in land use planning and plans are still limited due to many subjective and objective factors, directly affecting the implementation of planning and land use planning indicators.

Currently, Chi Lang is focusing on completing the 2024 Land Use Plan to submit to the Provincial People's Committee for approval. At the same time, continue to promote propaganda, education, and raise awareness for organizations and individuals about land management and use. Allocate resources to complete land registration work, build a database of land information systems.

Strengthen inspection and examination of land use by land users according to the plan to promptly detect and strictly handle violations. Improve the effectiveness of supervision by People's Councils, Fatherland Front Committees at all levels, socio-political organizations and people in land management, planning management and land use planning. Focus on receiving and resolving well the opinions, recommendations and feedback of voters on land management in the whole district.
