
Attending the inspection were comrades: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council; and leaders of a number of provincial departments and branches.
Examining the draft resolution on assigning the number of cadres, civil servants and non-professional workers at the commune level in Nghe An province in 2024, in addition to proposing amendments to some words to ensure accuracy and related to the format of the document, the meeting participants raised some concerns and requested the drafting agency, the Department of Home Affairs, to clarify.

That is, the total number of staff assigned in 2024 increased by 670 people compared to 2023, especially in 10 localities where the number increased quite a lot; while currently, the province is continuing to implement the policy of arranging administrative units at district and commune levels in the period of 2023 - 2025.
Specifically, the total number of cadres and civil servants assigned to the province in 2024 is 9,815 people, compared to the number assigned in 2023 of 9,480 people, an increase of 335 people. The number of non-professional workers is 6,103 people, compared to the number assigned in 2023, an increase of 335 people.

Along with the basis for assigning more staff than in 2023, the meeting participants also raised and requested the Department of Home Affairs to clarify the reason why the total number of cadres and civil servants assigned in 2023 compared to the current number is still 98 people short; the total number of non-professional workers is still 171 people short compared to the total number assigned in 2023.

Explaining at the review meeting, Director of the Department of Home Affairs Nguyen Viet Hung clarified that the reason for the increase in staffing in 2024 compared to 2023 was due to the implementation of Decree No. 33 of the Government , effective from August 1, 2023 (replacing Decree No. 34 of the Government).
Accordingly, the number of cadres, civil servants and non-professional workers at the commune level is assigned based on the classification of administrative units of type I, II, III and based on the population size and natural area larger than the standards prescribed in Resolution No. 1211, dated May 25, 2016 of the National Assembly Standing Committee on standards of administrative units and classification of administrative units, to calculate the number of civil servants based on the increased area and population size.

Specifically, for every increase in population size of a commune, one civil servant and one non-professional worker will be added. In addition to the increase in population size, for every increase in natural area of a commune, one civil servant and one non-professional worker will be added.
Although the province is currently implementing a policy to reorganize administrative units at the district and commune levels for the 2023-2025 period, the reorganization plan needs approval before implementation, and at the same time, the time limit for reducing staff is within 5 years, so it is necessary to assign staff to ensure enough employees in 2024.

The Director of the Provincial Department of Home Affairs also clarified the reason why the total number of cadres, civil servants and non-professional workers is currently less than the total number assigned in 2023.
