Nghe An assigns staff in 2024, an increase of nearly 700 people compared to 2023

Attending the inspection were comrades: Nguyen Nam Dinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Council; Nguyen Nhu Khoi - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council; and leaders of several provincial departments and agencies.

During the review of the draft resolution assigning the number of officials, civil servants, and non-specialized personnel at the commune level in Nghe An province in 2024, in addition to proposing amendments to some wording to ensure accuracy and relevance to the document format, the meeting participants raised several concerns and requested clarification from the drafting agency, the Department of Internal Affairs.

That means the total number of allocated personnel in 2024 is 670 more than in 2023, especially with 10 localities experiencing significant increases; while currently, the province is continuing to implement the policy of reorganizing district and commune-level administrative units in the 2023-2025 period.

Specifically, the total number of officials and civil servants allocated to the entire province in 2024 is 9,815 people, compared to the number allocated in 2023 of 9,480 people, an increase of 335 people. Regarding the number of non-professional personnel, it is 6,103 people, compared to the number allocated in 2023, an increase of 335 people.

Along with the basis for allocating more personnel than in 2023, the meeting participants also raised and requested the Department of Internal Affairs to clarify why the total number of officials and civil servants allocated in 2023 is still short by 98 compared to the current number; and why the total number of non-specialized personnel is still short by 171 compared to the total number allocated in 2023.

In his explanation at the review meeting, Director of the Department of Internal Affairs Nguyen Viet Hung clarified that the reason for the increase in staffing allocation in 2024 compared to 2023 was due to the implementation of Government Decree No. 33, which came into effect on August 1, 2023 (replacing Government Decree No. 34).

Accordingly, the number of officials, civil servants, and non-specialized personnel at the commune level is allocated based on the classification of administrative units of types I, II, and III, and based on population size and natural area exceeding the standards stipulated in Resolution No. 1211, dated May 25, 2016, of the Standing Committee of the National Assembly on the standards of administrative units and classification of administrative units, to calculate the number of civil servants based on the increased area and population size.

Specifically, for every increase of half the prescribed population size, each commune-level administrative unit is allowed to have one additional civil servant and one additional part-time worker. In addition to population growth, for every increase of 100% of the prescribed natural area, each commune-level administrative unit is allowed to have one additional civil servant and one additional part-time worker.

Although the province is currently implementing the policy of reorganizing district and commune-level administrative units in the 2023-2025 period, the reorganization plan requires time for approval before implementation. Furthermore, the permitted timeframe for reducing staff numbers is within 5 years, so staffing quotas must be allocated to ensure sufficient personnel for 2024.

The Director of the Provincial Department of Internal Affairs also clarified the reason why the total number of officials, civil servants, and non-specialized personnel currently falls short of the total number allocated in 2023.
