On the morning of October 17, Quang Tri Provincial Party Committee held a conference to announce the Politburo 's Decision on personnel work.
At the conference, Politburo member, Party Central Committee Secretary, Head of the Central Organizing Committee Le Minh Hung presented the Politburo's decision to transfer and appoint Mr. Nguyen Van Phuong (former Secretary of the Hue City Party Committee for the 2025-2030 term) to join the Executive Committee, Standing Committee and hold the position of Secretary of the Quang Tri Provincial Party Committee for the 2025-2030 term, replacing Mr. Le Ngoc Quang (who was recently transferred and appointed to hold the position of Secretary of the Da Nang City Party Committee).
Speaking at the ceremony, Head of the Central Organizing Committee Le Minh Hung emphasized that Mr. Nguyen Van Phuong is a well-trained cadre, matured from the grassroots, has a lot of experience through important positions in the locality. The Politburo assessed that Mr. Nguyen Van Phuong has the capacity in Party building and State management, is close to the grassroots, has the ability to gather and unite internally; in all working positions, he has fulfilled his tasks well, making positive contributions to the development of the locality.
During his tenure as Chairman of the People's Committee of Thua Thien-Hue Province (formerly) and Secretary of the Hue City Party Committee, Mr. Nguyen Van Phuong demonstrated a high sense of responsibility, enthusiasm, and determination; contributing to the locality achieving many outstanding results, gaining the trust of cadres, party members, and people.
The Head of the Central Organizing Committee requested the Executive Committee, the Standing Committee of the Quang Tri Provincial Party Committee and all levels and branches in the Provincial Party Committee to promote the spirit of solidarity, support and companionship so that Mr. Nguyen Van Phuong can successfully complete the tasks entrusted by the Politburo, contributing to the strong development of Quang Tri in the coming time.
Mr. Le Minh Hung noted that the new Secretary of the Quang Tri Provincial Party Committee should closely follow the direction of the Politburo, promptly organize and implement the Action Program to implement the resolution of the Provincial Party Congress for the 2025-2030 term; promptly promulgate working regulations, assign tasks, arrange and assign cadres after the Congress to ensure democracy, objectivity and proper procedures.
At the same time, Mr. Le Minh Hung thoroughly grasped the orientations and directions of the Central Committee, the Politburo, and the Secretariat in the new development period, especially the contents raised by General Secretary To Lam at the 13th Central Conference, focusing on preparing well for the 14th National Party Congress, completing and exceeding the remaining targets of the 13th National Party Congress Resolution, along with the socio-economic development tasks in 2025 and the 5-year plan for 2021-2025.
In his acceptance speech, Secretary of the Quang Tri Provincial Party Committee Nguyen Van Phuong respectfully thanked the Politburo, the Secretariat, and the Central Organizing Committee for entrusting him with this great responsibility.
Mr. Nguyen Van Phuong affirmed that this is a great honor and at the same time a heavy political responsibility, requiring him to constantly strive, practice and contribute to respond to the trust of the Central Government and the expectations of the Party Committee and people of Quang Tri province.
The new Secretary of the Quang Tri Provincial Party Committee emphasized that together with the Party Executive Committee and the political system of the whole province, he will promote the revolutionary tradition, the spirit of solidarity, the will to be self-reliant, promote dynamism, creativity, proactively seize opportunities, overcome challenges, and successfully carry out the goals and tasks assigned by the Party and people.
Mr. Nguyen Van Phuong also pledged to devote all his heart and soul to his work, to continuously study, inherit and promote the achievements and dedication of previous generations of leaders, to bring Quang Tri to rapid and sustainable development in the new period.
Mr. Nguyen Van Phuong was born on December 29, 1970, in Phong Thai ward, Hue city; qualifications: Master of Economics, Civil Engineering, Bachelor of Mathematics; Advanced Political Theory.
Before being appointed as Secretary of the Quang Tri Provincial Party Committee, he held many important positions such as: Director of the Department of Planning and Investment of Thua Thien-Hue province (September 2012 - May 2016); Vice Chairman of the People's Committee of Thua Thien-Hue province (May 2016 - June 2021); Chairman of the People's Committee of Thua Thien-Hue province (June 2021 - December 2024); Chairman of the People's Committee of Hue city (January 2025 - October 2025).
On October 3, 2025, Mr. Nguyen Van Phuong was elected by the Hue City Party Executive Committee to hold the position of Secretary of the Hue City Party Committee./.
