The final session of the 15th National Assembly took place against the backdrop of the country's administrative boundary reorganization – a major step in building a streamlined, effective, and efficient state; and simultaneously preparing for the 14th National Congress of the Party – a political milestone of special significance in the country's development journey.
The 14th National Congress of the Party will take place at a very important and historically significant time: the country is entering a new phase, an era of national progress. After 40 years of reform, our country has achieved the foundation, potential, position, and international prestige it enjoys today. GDP has increased from 8 billion USD in 1986 to 510 billion USD currently, ranking 32nd in the world. GDP per capita has increased from 100 USD to over 5,000 USD, placing us in the upper-middle income group. The economic structure and the quality of growth have undergone positive changes.
We have created a favorable business environment and a stable macroeconomic environment. In particular, the market economy institutional system has been further perfected with the National Assembly passing many very important laws.
As Prime Minister Pham Minh Chinh emphasized in his summary report on socio-economic development results at the opening session of the 10th National Assembly, amidst many difficulties and challenges, the achievements of 2025 and the 2021-2025 period are highly commendable and something to be proud of; each year is better than the previous one, and this term is better than the previous one in most areas. These results continue to create a trend of innovation; create momentum for rapid and sustainable development; create a force for inclusive and comprehensive development; create momentum for entering a new era; and consolidate and strengthen the people's firm confidence in the Party and the State.
In that development, Ho Chi Minh City - a megacity with a population of over 14 million and an economic scale accounting for 1/4 of the country's GDP and total budget revenue exceeding 1/3 of the national budget revenue - has made significant contributions to the country's economic development.
During the past term, Ho Chi Minh City was the locality most severely affected by the Covid-19 pandemic. However, with its tradition of solidarity, dynamism, creativity, and a willingness to think outside the box and take action, Ho Chi Minh City, under the leadership and support of the Central Government, ministries, and especially the people of the whole country, has overcome the pandemic and continued to grow during this term.
More importantly, Ho Chi Minh City is known for its dynamism, creativity, and willingness to think outside the box and take action, thus consistently contributing to crucial institutional pilot programs. In particular, Ho Chi Minh City contributed to the National Assembly's enactment of Resolution 98/2023/QH15 (on piloting certain specific mechanisms and policies), helping the city overcome many challenging obstacles, continue its growth, and contribute more to the nation.
With these significant achievements, at the 10th session, we hope the National Assembly will support Ho Chi Minh City by amending and supplementing Resolution 98/2023/QH15 so that the city can have an institutional framework compatible with its economic scale, population, state governance, and vast administrative boundaries, encompassing 168 communes, wards, and special zones.
In the context of the recent global upheaval, we have seen the emergence of terms like uncertainty, abnormality, instability, etc. Therefore, implementing the policy of promoting decentralization and delegation of power in a way that allows localities to decide, act, and take responsibility will contribute to enabling Ho Chi Minh City in particular, and localities in general, to handle real-world situations more quickly and effectively.
For a megacity like Ho Chi Minh City, with an economy exceeding $123 billion – much larger than many other countries – this is extremely urgent. More than ever, we need to handle work in the most flexible, fastest, and most time-efficient way possible. This is also how we combat waste, including the waste of time in handling work...
