Approving the election results and dismissing the position of Chairman of the People's Committee of Ca Mau province

On December 5, Prime Minister Pham Minh Chinh signed decisions approving the election results and dismissal of the position of Chairman of the People's Committee of Ca Mau province for the 2021-2026 term.

Specifically, in Decision No. 2656/QD-TTg, the Prime Minister approved the election results for the position of Chairman of the People's Committee of Ca Mau province for the 2021-2026 term for Mr. Lu Quang Ngoi, Deputy Secretary of the Ca Mau Provincial Party Committee for the 2025-2030 term.

Mr. Lu Quang Ngoi was born in 1972, hometown Cai Be district, Tien Giang province (now Dong Thap province); advanced degree in Political theory; professional qualifications are Bachelor of Economic Law, Master of Party Building - State Administration and Doctor of Political Science.

He has held positions such as: Deputy Director, Director of the Department of Labor - Invalids and Social Affairs of the province; Secretary of Tam Binh District Party Committee; Vice Chairman of the Provincial People's Committee, Chairman of the People's Committee of Vinh Long province; Deputy Secretary of the Ca Mau Provincial Party Committee for the 2025-2030 term.

At the same time, in Decision No. 2657/QD-TTg, the Prime Minister approved the dismissal of Mr. Pham Thanh Ngai from the position of Chairman of the People's Committee of Ca Mau province for the 2021-2026 term.

Mr. Pham Thanh Ngai was born in 1971, from Ca Mau province; Master of Economic Law, Bachelor of Law, Senior Political-Administrative Theory, State Management Senior Specialist Program.

He has held the following positions: Member of the Standing Committee of the District Party Committee, Vice Chairman of the People's Committee of Tran Van Thoi District; Deputy Chief of Office, Chief of Office of the Ca Mau Provincial Party Committee; Member of the Provincial Party Committee, Secretary of the Nam Can District Party Committee; Deputy Secretary of the Provincial Party Committee, Chairman of the Ca Mau Provincial People's Committee; Deputy Secretary of the Provincial Party Committee, Chairman of the Ca Mau Provincial People's Committee (new).

On November 17, 2025, at Dong Thap Provincial Party Committee, the Central Organizing Committee announced the decisions of the Central Party Secretariat on transferring Mr. Pham Thanh Ngai, Deputy Secretary of Ca Mau Provincial Party Committee, to hold the position of Deputy Secretary of Dong Thap Provincial Party Committee to introduce the Provincial People's Council to elect him as Chairman of Dong Thap Provincial People's Committee./.
