According to the Decision, the long-term goal of the planning is to preserve, enhance, and promote the value of the Nguyen Binh Khiem Temple, a special national historical site, and the value of intangible cultural heritage associated with the site complex, contributing to the education of the tradition of studiousness and forming a unique historical and cultural tourism destination of Vinh Bao district and Hai Phong city.

The short-term goal is to renovate and restore the Nguyen Binh Khiem Temple, a special national monument, to honor the life and poetic career of the scholar; to protect the natural landscape, ecological environment of the monument, and the intangible cultural heritage values ​​associated with the monument...

Adjustment of the scale of the historical site planning

The plan clearly states that the revised plan expands the area of ​​the Nguyen Binh Khiem Temple Complex.   9,992 hectares; the protected areas are specifically defined as follows:

Maintain the area of ​​Protection Zone I at 0.317 hectares (according to the scientific records of the monument). Implement measures to protect the existing structures in their original state.

The area of ​​Protection Zone II has been adjusted upwards by approximately 0.842 hectares to 9.675 hectares (compared to the area in the site classification dossier); specifically:

Add an area of ​​0.495 hectares of the Song Mai temple and pagoda complex (where Mrs. Minh Nguyet - the wife of Trinh Nguyen Binh Khiem - is worshipped), adjacent to Protection Zone I, to the planning area to form a unified landscape space and ensure seamless connection with the Nguyen Binh Khiem Temple.

Adding 1,655 hectares of agricultural land behind the tomb of Mr. Nguyen Van Dinh to Protection Zone II will create a green landscape space to protect the historical site and ensure the synchronization of technical infrastructure…

Trung Tan Restaurant: The adjusted planning area is 0.258 hectares; the protected areas are specifically defined as follows:

Maintain the area of ​​Protection Zone I at 0.017 ha (according to the scientific records of the monument). Implement measures to protect the existing structures in their original state.

Adjusting the area of ​​Protection Zone II to increase by approximately 0.168 hectares to 0.241 hectares (compared to the area in the monument ranking dossier); specifically: Adding 0.177 hectares of the landscape area and grounds of Tang Thinh Pagoda, located next to the Quan Trung Tan monument site, to Protection Zone II to complete the overall landscape space, ensure synchronized technical infrastructure, and enhance the value of both Quan Trung Tan and Tang Thinh Pagoda.

Kinh Thien Pen Tower : The adjusted planning area is 0.471 hectares; the protected areas are specifically defined as follows:

Maintain the area of ​​Protection Zone I at 0.038 hectares (according to the scientific records of the monument). Implement measures to protect the existing structures in their original state.

The area of ​​the surrounding landscaped grounds has been expanded to increase the area of ​​Protection Zone II to 0.433 hectares (an additional 0.368 hectares compared to the area in the monument ranking dossier).

In addition, the revised plan includes an area of ​​9,089 hectares designated for the preservation and promotion of historical relics.

Orientation towards promoting the value of historical sites in conjunction with tourism development.

Regarding the tourist market: Focus on attracting tourists from within the province, especially from schools at all levels, tourists from Hanoi, and tourists from neighboring provinces such as Quang Ninh, Thai Binh, Bac Giang, Bac Ninh, Hung Yen, and Hai Duong. Emphasis should be placed on tourists interested in festivals, religious sites, educational tours, and visits to historical sites.

The main tourism products include: festival tourism, sightseeing, learning about historical and cultural values, architecture, and art; ecotourism, experiencing nature associated with places linked to the famous figure Nguyen Binh Khiem such as Quan Trung Tan, Am Bach Van...; and cultural event tourism.

The plan includes the establishment of supporting service areas offering souvenir products such as figurines of traditional art forms like water puppetry and land puppetry, Bảo Hà wood carvings, and local agricultural products like Hội Am fish, Vĩnh Bảo fragrant rice, Dũng Tiên sticky rice cakes, Liên Am glutinous rice dumplings, Vĩnh Phong pork leg and banana stew, Hóa River eggplant, Triền Am tobacco, and dishes made from Vĩnh Bảo mudworms (braised mudworms, mudworm patties, mudworm fish sauce, mudworm sticky rice...).

The investment capital for implementing the plan includes state budget funds and other legally mobilized capital sources as prescribed by the law on public investment and the law on the state budget, in which: Hai Phong City will balance the capital sources to ensure that it does not use funds from the central budget; it will use local budget funds (city, district, and commune budgets); and other capital sources…

The decision also outlines solutions for implementing the plan, including: planning management solutions; investment solutions; solutions for developing human resources for managing and protecting historical sites; solutions regarding the management apparatus and mechanisms and policies; solutions for mobilizing community participation; and solutions for applying science and technology...

The People's Committee of Hai Phong City publicly announces the Planning

The Deputy Prime Minister instructed the People's Committee of Hai Phong City to publicly announce the Plan; conduct a review and demarcate the boundaries of the protected areas for historical relics according to the boundaries defined in the plan. Update the boundaries and areas of the Plan in the scientific dossier for ranking historical relics and in the Hai Phong City Plan, the Hai Phong City Master Plan, and the Hai Phong City Land Use Plan in accordance with each period.

Proactively balance local budget resources; organize propaganda, mobilization, and attraction of capital from domestic and foreign organizations and individuals to implement the Plan.

The Ministry of Culture, Sports and Tourism organizes the professional content assessment of component projects related to the preservation, restoration, and rehabilitation of historical relics, and component projects belonging to the Nguyen Binh Khiem Temple relic site within the approved planning content.

Monitor, supervise, and inspect the progress of the planning implementation, ensuring that it meets the objectives, content, and approved plan; comply with the procedures and regulations of the law on cultural heritage and related laws.
