A department leader in Quang Nam commented on the case where a resident suffering from four illnesses had to obtain confirmation for only one illness in order to qualify for benefits under the province's Resolution 29.

Regarding the implementation of Resolution 29 of Quang Nam province, Ms. Doan Thi Hoai Nhi, Deputy Director of the Department of Labor, War Invalids and Social Affairs of Quang Nam province, had an exchange with Tuoi Tre Online .
According to Ms. Nhi, the issuance of Resolution 29 by Quang Nam province is a practical policy to support vulnerable groups, especially those suffering from serious illnesses.
Resolution 29 was issued to replace the previous Resolution 43. In particular, the types of diseases and the regulations regarding the procedures for receiving policy benefits under Resolution 29 have been changed compared to before to align with the projected local budget situation.
Regarding the process for handling social welfare applications, Ms. Nhi stated that before issuing the appendix, the department consulted with relevant departments and units to ensure greater rigor and prevent policy manipulation.
"When drafting legal documents, the department does not spontaneously create appendices but provides guidance and seeks input from specialized units and localities," Ms. Nhi said.
Regarding the case where a patient suffers from four illnesses but the local authorities still require a certificate stating only one illness, Ms. Nhi stated that "there is still a situation at the commune level where officials are being too rigid in their procedures."
"The local authorities require people to have their medical records accurately reflect the name of the resolution, which we also find cumbersome and rigid," Ms. Nhi said.

According to Tuoi Tre Online 's investigation, in recent days, there have been patients who have had to travel hundreds of kilometers to hospitals to obtain certificates confirming that their illness matches the list in the resolution.
Many patients are going to hospitals in Quang Nam and Da Nang to request confirmation letters in order to complete their applications for benefits within the specified timeframe.
Ms. Nhi believes that the implementation of the resolution also depends on the capacity of officials at the grassroots level to handle the cases.
"The reason people have to make multiple trips to correct the names of diseases is because commune and ward officials haven't guided people thoroughly enough," Ms. Nhi said.
However, she also suggested that people need to find out whether their medical condition qualifies them for the policy's benefits.
Avoid going back and forth multiple times to legalize your documents; it will only cause you unnecessary trouble.
According to the leaders of the Department of Labor, War Invalids and Social Affairs of Quang Nam province, they are compiling a list of issues related to several diseases with names similar to those in the resolution's list, in order to report to higher authorities for consideration and feedback.
"The new resolution, when applied in practice, will inevitably encounter some difficulties that require adjustments," Ms. Nhi said.
Unreasonable demands cause suffering for patients in Quang Nam.

In many districts and towns, officials require medical records to accurately reflect the names in the resolution, causing confusion for both the people and the hospitals.

– If the medical record states "chronic kidney failure," the local authorities require it to be written as "kidney failure."
– The medical record listed four conditions: “hypertension, kidney failure, previous stroke, and bronchitis,” but the local authorities requested that only “kidney failure” be recorded.
