Continuing his working visit to Quang Ngai, on the afternoon of February 9th, Prime Minister Pham Minh Chinh chaired a meeting with the Standing Committee of the Quang Ngai Provincial Party Committee to discuss the socio -economic development, national security and defense, social welfare, and Party building work in Quang Ngai province.

Accompanying the delegation were Mr. Nguyen Chi Dung, Minister of Planning and Investment, and leaders from the Government Office . Representing Quang Ngai province were Ms. Bui Thi Quynh Van, Secretary of the Provincial Party Committee; Mr. Dang Ngoc Huy, Permanent Deputy Secretary of the Provincial Party Committee; Mr. Nguyen Hoang Giang, Chairman of the Provincial People's Committee; and representatives from the Provincial Party Committee, Provincial People's Committee, and various departments and agencies attending the working session.
Reporting to Prime Minister Pham Minh Chinh, Mr. Nguyen Hoang Giang, Chairman of the People's Committee of Quang Ngai province, stated that in 2024, Quang Ngai province achieved and exceeded the set targets for 25 key socio-economic indicators (including 11 indicators that were exceeded), notably: The growth rate of the gross regional product (GRDP) reached 4.07%; GRDP per capita is estimated at 4,460 USD/person, ranking 2nd out of 5 in the Central Central sub-region; 2nd out of 14 provinces in the North Central and Central Coastal region, and 17th out of 63 provinces and cities nationwide. Total social investment is estimated at 68,865 billion VND, an increase of 54.7% compared to 2023, exceeding the annual plan. Total state budget revenue is estimated at nearly 30,333 billion VND, exceeding the central government's target by 18.7%. This is the fourth consecutive year that Quang Ngai province has exceeded its budget revenue targets, ranking 1st out of 5 provinces in the Central Central region; 2nd out of 14 provinces in the North Central and Central Coastal region, and 12th out of 63 provinces and cities nationwide.
The Standing Committee of the Quang Ngai Provincial Party Committee promptly summarized Resolution No. 18-NQ/TW and developed a comprehensive plan for streamlining the organizational structure of the province's political system, guiding the reorganization of the organizational structure of districts, towns, and cities within the province. Simultaneously, Quang Ngai has fully and meticulously prepared the necessary conditions for the successful organization of Party congresses at all levels; the 21st Provincial Party Congress, term 2025-2030, leading up to the 14th National Party Congress.
To strive towards achieving the economic growth target of 8.5% in 2025 as planned by the province and directed by the Prime Minister, and to aim for Quang Ngai to become a moderately developed province in the country by 2030, Quang Ngai province respectfully requests the Prime Minister and relevant ministries and central agencies to consider and resolve several proposals, such as: According to Government Resolution No. 168/NQ-CP dated December 29, 2022, Quang Ngai province has two important projects: the National Refining, Petrochemical and Energy Center Project in Dung Quat Economic Zone, led by the Ministry of Industry and Trade and currently being submitted to the Prime Minister for approval; and the Project to develop Ly Son island district into a marine and island tourism center, led by Quang Ngai province, which has currently gathered opinions from relevant agencies and units for submission to the Prime Minister for approval.

To effectively implement these two projects, Quang Ngai province requests the Prime Minister to allow the inclusion of some specific mechanisms and policies into the aforementioned projects to ensure the legal basis and resources for the effective implementation of Resolution No. 26-NQ/TW dated November 3, 2022, of the Politburo and Resolution No. 168/NQ-CP dated December 29, 2022, of the Government;…
Concluding the working session, Prime Minister Pham Minh Chinh requested Quang Ngai to maintain unity and consensus; regularly contribute constructive feedback; adhere to the principle of "each person does their own job," without shirking or avoiding responsibility; promote self-reliance and self-improvement; not rely on others, but rise from "their own hands, minds, sky, and sea," firmly grasp the domestic and international situation, and flexibly handle emerging issues; be proactive in all situations, and always have contingency plans to respond to any unexpected developments.
Prime Minister Pham Minh Chinh outlined the guiding principles for management and administration, emphasizing that the province needs to closely adhere to the Resolution of the 13th National Party Congress, the Resolution of the Provincial Party Congress; the Politburo's Resolution on regional planning; and the policies, resolutions, conclusions, and directives of the Central Committee, the Politburo, the Secretariat, the Government, and the Prime Minister. He stressed the importance of continuing to promote self-reliance, self-strength, unity, and solidarity; fostering innovative thinking, strategic vision, foresight, deep thinking, and ambitious plans; ensuring clear thinking, high determination, great effort, decisive action, and thorough completion of tasks, focusing on key priorities; clearly assigning responsibilities, tasks, timelines, and expected outcomes;…
Regarding key tasks and solutions, Prime Minister Pham Minh Chinh requested the province to focus on effectively implementing Resolution 18-NQ/TW on organizational restructuring, completing it in February so that it can be operational in March, coinciding with the organization of Party congresses at all levels, leading up to the 14th National Party Congress. He also urged the province to focus on implementing Resolution 57-NQ/TW of the Politburo, the Government's action plan on science and technology, innovation, and digital transformation, in conjunction with Project 6, assigning relevant departments, agencies, and localities within the province to implement it seriously; and to develop growth scenarios.

Prime Minister Pham Minh Chinh requested the province to focus on training human resources to meet the requirements of high-tech and innovative industries, contributing to increased labor productivity. He emphasized that grassroots levels must be close to the people, caring for their material and spiritual well-being; highlighting that resources stem from mindset, motivation from innovation, and strength from the people and businesses; and stressed the need to ensure social security, focusing on eliminating temporary and dilapidated housing.

On the same day, Prime Minister Pham Minh Chinh and his delegation visited the family of Mr. Tran Trung Kien in Duc Chanh commune, Mo Duc district, to inspect the implementation of the program to eliminate temporary and dilapidated houses in Quang Ngai province.
