NDO - At the 9th session, the National Assembly is expected to consider 31 legislative matters, 7 groups of issues related to socio-economics , the state budget, supervision, and other important matters; and 7 groups of issues for which agencies will submit reports for National Assembly deputies to study independently.


On the morning of December 11th, continuing the program of the 40th Session, under the chairmanship of National Assembly Chairman Tran Thanh Man , the Standing Committee of the National Assembly proceeded to summarize the 8th Session and give initial opinions on the preparation for the 9th Session of the 15th National Assembly.

Continue to hold the session in two phases.

Presenting the Summary Report of the 8th Session, the Secretary General of the National Assembly and Head of the National Assembly Office, Le Quang Tung, stated that, building on the success and positive results of the 10th Central Committee Meeting of the 13th Party Congress, after 29.5 days of serious, urgent, scientific , democratic, and highly responsible work, with a spirit of continued innovation and improvement to better meet practical requirements, the 8th Session was a resounding success.

The National Assembly passed 18 laws and 21 resolutions (including 4 normative legal resolutions); gave initial opinions on 10 draft laws; considered and decided on the consolidation of high-level state personnel; and considered and decided on many other important issues in various fields.

This contributes to building a complete and comprehensive legal system; promptly resolving difficulties and obstacles, overcoming bottlenecks, unlocking resources, and focusing intensely on serving socio-economic development, ensuring national defense and security, and improving the lives of the people; meeting the requirements of the cause of national renewal and development in the new era - the era of the nation's rise.

Reporting on preparations for the 9th Session, National Assembly Secretary General Le Quang Tung stated that, due to the large number of legislative, supervisory, and important decision-making items at the Session, many of which are difficult and complex, it is proposed to continue organizing the 9th Session in two phases (with a 9-day interval between the two phases) to allow time for National Assembly agencies and relevant bodies to receive and explain the opinions of National Assembly deputies, revise and finalize draft laws and resolutions to the best possible quality before submitting them to the National Assembly for approval.

Thus, in the case of draft laws and resolutions being added to the legislative program, at the 9th session, the National Assembly is expected to consider 31 legislative items, 7 groups of items related to socio-economic issues, state budget, supervision and other important matters; and 7 groups of items for which agencies will submit reports for National Assembly deputies to study independently.

The National Assembly is expected to work for 26 days, with the first phase mainly focusing on discussing issues to be voted on and passed during the session, and group discussions on several draft laws submitted for the National Assembly's consideration; and question-and-answer sessions. The second phase mainly focuses on the National Assembly voting on laws and resolutions, group discussions on several draft laws, and plenary discussions on draft laws submitted for the National Assembly's consideration.

The workload is heavy, requiring careful planning of the meeting agenda.

During the session, Deputy Speaker of the National Assembly Nguyen Khac Dinh stated that the 8th session was a special session with many innovations, starting from the preparation stage. The National Assembly Party Committee and the Government Party Committee met a month in advance, and leading up to the session, the National Assembly and Government leaders frequently communicated by phone. The agencies also coordinated well in carrying out their assigned tasks. The National Ethnic Council and the National Assembly Committees worked tirelessly day and night, including holidays, with a high sense of responsibility and urgency.

"The 8th session is a session for thoroughly understanding and institutionalizing the resolutions of the Central Committee and the conclusions of the Politburo in the laws, resolutions, and documents discussed and passed by the National Assembly in great detail," the Vice Chairman of the National Assembly emphasized.

Besides preparing for the 9th Session, the Vice Chairman of the National Assembly stated that it is necessary to urgently prepare for the extraordinary session of the National Assembly at the end of February 2025, assigning agencies to lead the drafting and review of draft laws and resolutions at the session. "We need to list how many tasks there are and assign them to be implemented right now," the Vice Chairman of the National Assembly said.

Concluding his remarks on this matter, National Assembly Chairman Tran Thanh Man emphasized that the 8th Session has a large workload with many complex and difficult issues. Under the leadership of the Central Committee of the Party, the Politburo, and the Secretariat; the coordination between the Party Committee of the Government and the Party Group of the National Assembly; and the meetings conducted early and remotely.

During the session, there was also coordination between the National Assembly Party Committee and the Government Party Committee, especially the Speaker of the National Assembly and the Deputy Speakers of the National Assembly, with the Prime Minister, the Deputy Prime Ministers, and relevant ministries and agencies. We promptly addressed emerging issues and obstacles, ultimately aiming to resolve difficulties and bottlenecks to ensure socio-economic development, national defense and security, and the building of the government system at all levels.

The session's agenda was meticulously and scientifically organized; despite many urgent matters, everything was arranged efficiently, and the program was adjusted to ensure flexibility. The Presidium's management of the session was in line with the developments. Personnel matters were carefully and thoroughly prepared, following proper procedures and ensuring the Party's leadership.

Regarding the 9th Session, the Speaker of the National Assembly stated that this session has a very large workload, with the expected passage of 10 laws, 1 resolution, and discussion of 12 new laws; therefore, the session's agenda needs careful planning. Regarding the projected timeframe, the Speaker proposed agreeing to schedule the opening on May 20th and the closing on June 30th, 2025, possibly including some Saturdays.

Regarding the extraordinary session in February 2025, the Chairman of the National Assembly proposed that the Committee on Delegate Affairs under the Standing Committee of the National Assembly be in charge of coordinating the amendment of the Law on the Organization of the National Assembly; and that the Secretary General of the National Assembly be in charge of coordinating the amendment of the Rules of Procedure for the session.

The Speaker of the National Assembly also noted that the agencies in charge of drafting the laws should begin coordinating with the National Assembly's committees and the Standing Committee's departments from now on, assigning very specific tasks to study and amend the draft laws. At the same time, they should consider amending some articles of the Law on the Promulgation of Legal Normative Documents at the extraordinary session to ensure consistency and uniformity with laws on organizational structure.
