BTO-On the morning of October 31, continuing the program of the 8th Session of the 15th National Assembly, the National Assembly discussed in Groups the Draft Resolution on the organization of urban government in Hai Phong City; The establishment of Hue City under the Central Government. The National Assembly Delegation of Binh Thuan Province participated in the discussion in Group 15.

Commenting on the Draft Resolution on the organization of urban government in Hai Phong City, National Assembly Delegate of Binh Thuan Province Tran Hong Nguyen - Vice Chairman of the Law Committee of the 15th National Assembly expressed his agreement with the necessity of issuing the resolution according to the Government's submission to the National Assembly. The draft Resolution dossier meets the requirements as prescribed and is eligible to be submitted to the National Assembly for consideration.

National Assembly Delegate of Binh Thuan Province Tran Hong Nguyen - Vice Chairman of the Law Committee of the 15th National Assembly , discussed this morning, October 31.

Regarding the scope of regulation, Provincial National Assembly Deputy Tran Hong Nguyen proposed that the Resolution only focus on regulating the urban government organization model in Hai Phong city. Other contents related to special mechanisms and policies that are different from the provisions of the law and are being piloted in other localities should be regulated in the Resolution on piloting a number of special mechanisms and policies for the development of Hai Phong city that the Government is planning to propose to amend and supplement in the coming time to ensure compliance with the requirements of the Politburo and the provisions of the Law on Promulgation of Legal Documents.

Regarding the specific contents of the draft Resolution, Provincial National Assembly Deputy Tran Hong Nguyen basically agreed with the contents proposed by the Government. Regarding the regulations on the People's Committee and the Chairman of the People's Committee of the City in Article 3, the delegate basically agreed with the regulations on the duties and powers of the People's Committee and the Chairman of the People's Committee of the city. The delegate agreed with the regulation at Point d, Clause 1, Article 3 of the draft Resolution, which stipulates that the People's Committee of the city can decide to transfer a number of functions, duties and powers according to the provisions of law, belonging to the functions, duties and powers of specialized agencies under the City Committee to specialized agencies, other administrative agencies under the City Committee, People's Committees of districts and towns under the city; the delegate agreed with the proposal of this content. According to the delegate, Hai Phong is a big city, has many things to do and in different situations, there are different political, economic and social tasks. Therefore, this authority regulation will create flexibility, meeting the goals of the tasks at each stage.

In addition, delegates also agreed on the Resolution assigning the City People's Committee to decide on the establishment, reorganization, and dissolution of public units under the City People's Committee at Point e, Clause 1, Article 3...

Regarding the organizational structure, delegates agreed to stipulate in the resolution that the organizational structure of the District People's Committee is regulated and there are titles of District Police Chief, District Military Command Commander and Ward Police Chief in the ward structure. According to delegates, such regulations are very necessary to improve the effectiveness of the comprehensive direct leadership of the local government in ensuring national defense, security, and social order and safety in the area. Thereby, contributing positively to the socio-economic development of the locality. This regulation ensures similarity with the model of Da Nang city according to Resolution No. 136 of 2024 of the National Assembly.

Regarding the establishment of Hue city under the Central Government, delegate Tran Hong Nguyen highly appreciated the active determination of the Government as well as the Party Committees and authorities of Thua Thien Hue province in building and preparing the necessary conditions to complete the project dossier to submit to the National Assembly for consideration and decision. Comparing with the provisions in Articles 129 and 130 of the Law on Organization of Local Government and the resolutions of the National Assembly, it can be seen that the dossier was prepared very carefully, ensuring completeness and compliance with regulations, and meeting the conditions to submit to the National Assembly. If the National Assembly considers and decides to pass this resolution, the delegate recommends that the Government and central ministries and branches create favorable conditions for Hue city under the Central Government in resolving difficulties and obstacles.
