On the afternoon of June 24, the National Assembly voted to approve a resolution on the questioning activities at the 5th session of the 15th National Assembly.

Accordingly, the National Assembly requests the Government, the Prime Minister, Ministers, heads of ministerial-level agencies, the Chief Justice of the Supreme People's Court, and the Prosecutor General of the Supreme People's Procuracy to focus on implementing solutions and commitments, promptly addressing existing shortcomings and limitations, improving the effectiveness and efficiency of state management in the areas under questioning, and effectively implementing the goals, programs, and strategies outlined in the Party's resolutions, conclusions, and directives, as well as relevant legal regulations.

Regarding the field of Labor, Invalids and Social Affairs, the National Assembly requested that in 2023, a thorough review and compilation of statistics be conducted to definitively resolve obstacles related to the number of individual business owners who have participated in compulsory social insurance, and cases of social insurance collection and disbursement that do not comply with regulations, ensuring the rights of social insurance participants; proactively review to promptly detect and propose solutions to handle other arising cases not yet regulated by social insurance law. Strengthen inspection and supervision work, and strictly and promptly handle violations of social insurance and unemployment insurance laws in accordance with the law.
The Ministry of Public Security , the Supreme People's Procuratorate, and the Supreme People's Court direct relevant agencies to promptly and strictly initiate investigations, prosecute, and try cases of evasion of social insurance and unemployment insurance contributions, thereby protecting the rights of workers.
Regarding ethnic affairs, by 2025, the goal is to provide housing for over 17,400 households, production land for over 47,200 households, and livelihoods for 271,800 ethnic minority households; essentially eliminating spontaneous migration and completing the resettlement and stabilization of migrant households. Based on current legal regulations, localities are directed to urgently complete the registration of residence and civil status for spontaneously migrating households. Proactively conduct preliminary and final reviews of policy implementation and develop policies for the program's implementation in the 2026-2030 period.
Regarding the science and technology sector, the National Assembly requires increased investment from the state budget for science and technology, ensuring it accounts for at least 2% of total budget expenditure as stipulated in the Law on Science and Technology. It also calls for the establishment of a system of innovation and startup centers; in 2023, the establishment of startup centers in Hanoi, Da Nang, and Ho Chi Minh City. Furthermore, it emphasizes the socialization of services in the science and technology sector and promotes communication about the role of science, technology, innovation, and entrepreneurship.
Regarding the transportation sector, in 2023, specific and feasible solutions were proposed to definitively address obstacles and shortcomings in a number of BOT projects. By 2025, the goal is to have approximately 3,000km of expressways nationwide and to essentially complete the North-South Expressway in the East; and to submit to the National Assembly for approval the investment policy for the North-South High-Speed Railway Project.
The National Assembly also demanded strict handling of individuals and organizations that commit violations in vehicle inspection activities; prompt resolution of difficulties and obstacles, and restoration of normal vehicle inspection activities to fully meet the needs and convenience of citizens and businesses. It also called for strengthening inspection, supervision, and the prevention of corruption and negative practices in state management and public service provision in the transportation sector.
Urgently finalize legal regulations, improve the quality of training, testing, issuance, revocation, and management of driver's licenses; research solutions for post-training management of commercial transport drivers.
