Pioneering in propaganda work.

Vinh Chau ( Soc Trang province) is a coastal town with a large ethnic minority population, accounting for over 70%, of which more than 53% are Khmer. Since the district implemented the National Target Program 1719, the appearance and lives of the people of Vinh Chau in general, and the Khmer people in particular, have changed positively, especially the poverty rate has decreased rapidly. Specifically, by the end of 2023, Vinh Chau had 1,147 households escaping poverty and 1,392 households escaping near-poverty; the number of poor households remained at 1,618 (accounting for 3.82%) and near-poor households at 4,950 (accounting for 11.70%).

Returning to the coastal border region today, one will travel on clean, paved and concrete roads connecting villages; see rows of new, spacious houses; and encounter the radiant faces of farmers whose harvested produce fetched good prices… all thanks to timely support from the specific mechanisms and policies of the Party and State, in which the National Target Program 1719 has made a clear mark on the lives of ethnic minority people here.

When the National Target Program 1719 was implemented, as a respected figure, Mr. Thach Vuol, residing in Lai Hoa A hamlet, Vinh Chau town, proposed to the higher authorities to provide suitable plant and animal breeds to help disadvantaged families develop production.

In addition, Mr. Vuol encouraged households to work hard in production to improve their living standards. As a result, many Khmer households in the hamlet have actively engaged in production and labor, effectively eradicating hunger and reducing poverty.

For example, Mr. Tang Duyen, a respected figure among the Khmer people in Ca Lac hamlet (Lac Hoa commune, Vinh Chau town), was awarded a Certificate of Commendation by the Minister and Chairman of the Committee for Ethnic Minorities Affairs at the program to commend and honor outstanding individuals and respected figures among ethnic minorities nationwide in 2023 for actively participating in disseminating the Party's guidelines and policies, and the State's laws and regulations to the people; especially those policies directly related to ethnic minorities.

In particular, Mr. Tang Duyen was also very active in promoting the National Target Program 1719; working with the local authorities to successfully complete tasks, especially in building new rural areas, promoting national unity, and protecting security and order in the locality.

Mr. Tran Tri Van, Vice Chairman of the People's Committee of Vinh Chau town, said that thanks to the active propaganda and mobilization of the people by influential figures, the locality has implemented projects and sub-projects under the National Target Program 1719 more smoothly.

“In the coming time, together with influential figures, the locality will focus on strengthening propaganda work on the Party's guidelines, State policies and laws, especially those policies that directly impact the material and spiritual lives of ethnic minority people. Through this, we will contribute to the effective implementation of projects and sub-projects of the National Target Program 1719,” Mr. Van emphasized.

The rural road project in Xeo Xu hamlet, Vinh Tan commune, was constructed with funding from the National Target Program 1719, bringing practical benefits to the local people.

Continue to promote the role of influential individuals.

According to statistics from the Ethnic Affairs Committee of Soc Trang province, the locality currently has 338 influential figures among ethnic minority communities. Of these, 111 are located in the three coastal border districts and towns of Vinh Chau, Tran De, and Cu Lao Dung.

Mr. Lam Hoang Mau, Head of the Ethnic Affairs Committee of Soc Trang province, assessed that, with their roles and responsibilities, influential figures truly serve as a bridge between various sectors and levels of local government and the people, providing a platform for ethnic minority communities to express their legitimate concerns and aspirations to the Party and the State. In particular, influential figures in the province's ethnic minority areas have made a significant contribution to the successful implementation of National Target Program 1719.

Over the past period, policies for influential individuals have always received attention. These individuals are visited by the government when ill; given gifts during traditional holidays and festivals; and, as part of Sub-project 1 of Project 10 under the National Target Program 1719, the province regularly commends and honors exemplary individuals, promoting the role of influential people.

In addition, the province has organized many conferences to provide information on the Party's guidelines and policies, and the State's laws and regulations; including numerous training sessions on ethnic policies and ethnic affairs; projects and policies under the National Target Program 1719; and continued to distribute free newspapers, publications, and magazines to help staff gain more knowledge and information.

According to Mr. Lam Hoang Mau, the effective implementation of policies and regulations has promptly motivated and encouraged influential individuals to发挥 their role and voice, making more practical contributions to patriotic emulation movements, socio -economic development, poverty reduction, and the building of cultural life, thereby contributing to consolidating trust and strengthening national unity.
