On the afternoon of August 6, the People's Committee of Son La province held an in-person and online meeting to discuss the investment plan for the construction of a primary and secondary boarding school in border communes, implementing Conclusion No. 81-KL/TW dated July 18, 2025 of the Politburo .
Through review, Son La province currently has 13 border communes with nearly 36,000 primary and secondary school students, and more than 2,000 teachers. However, these communes do not have boarding schools; many semi-boarding schools have limited facilities, failing to meet learning needs.
Investing in building a system of inter-level boarding schools is identified as an urgent requirement to ensure fairness in access to education , improve the quality of teaching and learning, reduce the dropout rate, and create conditions for ethnic minority students in border areas to study and develop comprehensively.

To select the construction site, the province sent working groups led by provincial leaders to directly survey the terrain, location, and traffic conditions in 13 border communes. On that basis, the Provincial People's Committee proposed to build schools in the communes of Muong Leo, Sop Cop, Muong Lan, Chieng Khoong, Muong Hung, Chieng Khuong, Phieng Pan, Yen Son, Phieng Khoai, Long Phieng, Long Sap, Chieng Son, and Xuan Nha.
Of these, 11 schools will be completely rebuilt; 2 schools in Phieng Khoai and Phieng Pan are expected to be renovated and upgraded. The total investment requirement is more than 2,696 billion VND. Each school has 30 classrooms, serving about 1,000 students; the investment plan includes construction costs, equipment purchases, site clearance, consulting and contingency.

At the meeting, the Department of Education and Training, together with departments, branches and People's Committees of border communes, reported and proposed favorable locations for early commencement of construction, and at the same time reviewed the planning and clearly defined the roles and responsibilities of each unit in investment preparation.
Mr. Nguyen Dinh Viet, Chairman of the People's Committee of Son La province, affirmed: "The construction of a system of inter-level boarding schools is a major policy, aiming to improve the quality of education in border areas, ensuring fairness for ethnic minority students and students in particularly difficult areas." He requested departments, branches and localities to coordinate closely, proactively review infrastructure, propose resources, ensure feasibility and investment efficiency to promptly complete the dossier to submit to competent authorities to allocate funds, and implement the project in accordance with the direction of General Secretary To Lam.
