On June 24th, at its 30th session, the 18th Provincial People's Council of Thanh Hoa Province approved 16 resolutions covering the fields of economy and budget; planning and investment, finance; organizational structure; and culture and social affairs.
Among the 16 resolutions, there is a resolution on assigning targets for signing labor contracts for teachers according to Decree 111/2022/ND-CP dated December 30, 2022 (regulating contracts for certain types of work in administrative agencies and public service units), for the 2025-2026 school year.
The Thanh Hoa Provincial People's Council has resolved to sign contracts with teachers under Decree 111 for a period of 12 months.

This issue has attracted the attention of 3,840 teachers (for the 2024-2025 school year) in Thanh Hoa province recently, as they are worried about whether their contracts will be renewed and whether the contract duration will be 12 months or 9 months per year.
The Thanh Nien newspaper also reported on the concerns, aspirations, and rights of teachers when they find themselves in a difficult situation: if they only sign a 9-month contract per year, they don't know what they will do for the remaining 3 months to make ends meet…
At this session, after discussion and consideration, the Thanh Hoa Provincial People's Council resolved to allocate a target of 3,840 teachers under Decree 111 for the 2025-2026 school year, with a contract period of one year (from June 1, 2025 to May 31, 2026).
Speaking to reporters, Mr. Tran Quoc Huy, Director of the Department of Internal Affairs of Thanh Hoa province, said that after the Thanh Hoa Provincial People's Council issues a resolution, the Provincial People's Committee will allocate specific expenditures to each district-level unit and each school immediately to organize the signing of contracts with teachers before the two levels of government come into operation (before July 1st).
Previously, as Thanh Nien newspaper reported, thousands of contract teachers in Thanh Hoa under Decree 111 were owed several months' salary (which has now been paid) and had their contracts shortened from 12 months (1 year) to 9 months, causing teachers to feel confused and worried because they didn't know what to do to earn money to cover their living expenses during the time their contracts were not renewed.
