Nghi Son town is focusing on land clearance work.

With the goal of completing 100% of the 386.68 hectares of land allocated by the Provincial People's Committee and at least 50 hectares for projects outside the plan, the Party Committee and government of Nghi Son town are directing the work decisively; simultaneously focusing on conducting land inventory, land acquisition, compensation, support, and resettlement, and land clearance for investment projects on schedule. This task aims to create a favorable environment for attracting investment, developing the economy , and relocating the population in accordance with the Resolution of the 26th Party Congress of Nghi Son town, term 2020-2025.

Nghi Son town is focusing on land clearance work. Inventory of land clearance for the Quỳnh Lưu - Thanh Hóa 500kV power line project passing through Phú Sơn commune.

The project to build technical infrastructure for the resettlement area serving displaced people in Hai Ha commune is one of the key projects aimed at stabilizing and reorganizing the population. The project was approved in principle for two wards, Xuan Lam and Hai Binh, with a total area of ​​67.27 hectares; of which 18.6 hectares are in Hai Binh ward and 48.67 hectares are in Xuan Lam ward. Currently, Hai Binh ward has completed all land clearance work on the approved area. In Xuan Lam ward, the inventory work has been completed; land ownership verification is underway, and the compensation plan for 24.5 hectares/26 households is being submitted for appraisal and approval; and a decision has been issued approving compensation for land clearance for 1.47 hectares/30 households.

According to the Nghi Son Town People's Committee, the project is currently facing some obstacles related to 0.96 hectares/5 households that were allocated land illegally and 22.23 hectares/33 households that were granted land use rights certificates for aquaculture in 1994 but the procedures were not followed correctly. The Nghi Son Town People's Committee has established a team to inspect and verify the situation, publicly announce the compensation and support plan; and simultaneously propose relevant policies to the Provincial People's Committee and relevant departments and agencies to advise on compensation and support mechanisms and policies to ensure the implementation of land clearance and compensation work in accordance with the law.

Along with public investment projects, the town is also implementing many large-scale direct investment projects. The Nghi Son High-Tech Mechanical Manufacturing Plant project in Mai Lam ward received investment approval from the Provincial People's Committee in June 2023, with a total land area of ​​10.2 hectares affected by land clearance. A total of 320 households and 1 organization are affected. Currently, the project has completed the inventory of the current land status and land ownership; the Nghi Son Town People's Committee has approved the first phase compensation and support plan for 141 households/4.23 hectares with 7.18 billion VND; and has completed the dossier for the second phase compensation plan for 128 households/3.82 hectares/6.5 billion VND.

According to the Land Clearance, Support and Resettlement Board of Nghi Son town, the unit is currently appraising and is expected to issue a decision approving the land clearance plan before February 25th. For the remaining 2.15 hectares, the unit is also publicly disclosing the compensation and support plan to those whose land is being acquired, and is expected to submit it for appraisal before February 26th.

According to Plan No. 06/KH-UBND dated January 5, 2024, of the Provincial People's Committee, Nghi Son town is assigned to clear land for 59 projects, with a total area of ​​nearly 386.7 hectares. Of the 59 projects requiring land clearance in 2024, 42 are public investment projects and 17 are projects invested by businesses. The projects are reviewed and classified according to priority to focus on land clearance implementation in three groups: projects with large, key public investment capital; infrastructure investment projects by businesses with a significant impact on the socio-economic development of the town; and public investment projects and land use right auction projects in the town.

Currently, the Standing Committee of the Nghi Son Town Party Committee is focusing on leading and directing, assigning responsibility to the heads of Party committees, government agencies, and heads of units, departments, and teams in land clearance work. Accordingly, Party committees and governments from the town level to the grassroots are continuing to promote the dissemination and education of laws on land, planning, construction order, and land clearance to all cadres, Party members, and the people in order to create consensus and all favorable conditions for land clearance work.

Nghi Son town also requested the People's Committees of communes and wards with projects to focus on resolving disputes and petitions from the people regarding land and assets attached to the land; to carry out the task of examining the origin, time, and process of land use, determining eligible subjects for resettlement, and conditions for receiving support policies in accordance with the law, ensuring compliance with the required deadlines. In addition, the locality should do a good job of ensuring security and order in the area, promptly detecting and preventing negative manifestations, and resolutely handling cases of resistance, incitement, and instigation of the people, creating favorable conditions for the smooth implementation of land clearance work.
