According to the National Center for Hydro-Meteorological Forecasting, on the night of October 18 and early morning of October 19, in Hanoi, convective clouds developed and caused rain in the following districts: Ung Hoa, Phu Xuyen, Quoc Oai, Chuong My, Hoai Duc, and Ha Dong district.

This convective cloud area is likely to expand and cause rain in other inner-city districts of Hanoi on the morning of October 19 such as: Long Bien, Tay Ho, Bac Tu Liem, Cau Giay, Ba Dinh, Hoang Mai, Dong Da, Hoan Kiem, Hai Ba Trung, Thanh Xuan, Nam Tu Liem...; in thunderstorms, there is a possibility of tornadoes, lightning, hail and strong gusts of wind. Warning level 1 of natural disaster risk due to tornadoes, lightning, hail.

In the two provinces of Lao Cai and Ha Giang , from 2 to 5 a.m. on October 19, this area had moderate to heavy rain such as: Xuan Minh 2 (Ha Giang) 56.6mm, Ban Ngan (Ha Giang) 55.6mm; Phong Hai (Lao Cai) 56.4mm, Coc Lau (Lao Cai) 42.2mm...

Soil moisture models show that some areas in the above provinces are close to saturation (over 85%) or have reached saturation.

On the morning of October 19, the above provinces continued to have rain; in Ha Giang province from 20-50mm, some places over 80mm; in Lao Cai province from 10-30mm, some places over 60mm.

Experts warn of the risk of flash floods on small rivers and streams, landslides on steep slopes in the above provinces, especially in the districts of Bac Quang, Hoang Su Phi, Quan Ba, Quang Binh, Vi Xuyen, Xin Man, Yen Minh (Ha Giang); Bac Ha, Bao Thang, Bao Yen, Muong Khuong (Lao Cai). Warning of the risk of natural disasters due to flash floods, landslides, land subsidence due to heavy rain or level 1 flow.

Flash floods and landslides can have very negative impacts on the environment, threaten people's lives; cause local traffic congestion, affect the movement of vehicles; destroy civil and economic works, causing damage to production and socio-economic activities.

Weather forecast for the day and night of October 19, the Northwest region is cloudy, with scattered showers and thunderstorms, sunny during the day; light winds. Lowest temperature 22-25 degrees Celsius, some places below 21 degrees Celsius. Highest temperature 29-32 degrees Celsius, some places above 32 degrees Celsius.

Provinces and cities from Da Nang to Binh Thuan have clouds, sunny days, rain in the evening and at night, scattered showers and thunderstorms in some places; light wind; in thunderstorms there is a possibility of tornadoes, lightning and strong gusts of wind. Lowest temperature 23-26 degrees Celsius. Highest temperature 30-33 degrees Celsius.

The Central Highlands region is cloudy, sunny during the day; showers and thunderstorms in some places in the evening and at night, especially in the South, there are scattered showers and thunderstorms, locally heavy rain; light wind; in thunderstorms, there is a possibility of tornadoes, lightning and strong gusts of wind. The lowest temperature is 19-22 degrees Celsius. The highest temperature is 28-31 degrees Celsius, some places above 31 degrees Celsius.

Southern region has clouds, scattered showers and thunderstorms; in the afternoon and evening there will be scattered showers and thunderstorms, locally heavy rain; light wind; in thunderstorms there is a possibility of tornadoes, lightning and strong gusts of wind. Lowest temperature 24-27 degrees Celsius. Highest temperature 30-33 degrees Celsius.
