In 2024, despite numerous difficulties and challenges significantly impacting the production and business activities of individuals and enterprises, the tax sector still achieved domestic revenue of nearly 11,600 billion VND, reaching 134.9% of the projected target and increasing by 17.9% compared to 2023. This marks the third consecutive year that Thai Binh province has exceeded the 10,000 billion VND mark in domestic revenue.

Impressive results

Not only did domestic revenue surge, but revenue from land use fees also saw strong growth, reaching nearly 5,600 billion VND, a 50.3% increase compared to the projected figure. In addition, revenue from taxes, fees, and other sources after deducting land use fees also showed significant growth, reaching over 5,980 billion VND, achieving 123.1% of the projected target and increasing by 9.2% compared to 2023. Of the 16 budget revenue targets managed by the tax sector, 12 exceeded the projected targets, with many exceeding the targets significantly and surpassing those of 2023, such as: personal income tax (total revenue reached over 530 billion VND, achieving 177.2% of the projected target and increasing by 63.7% compared to 2023), mineral exploitation rights fees (total revenue reached nearly 85 billion VND, achieving 280.8% of the projected target and increasing by 84.7% compared to 2023), and registration fees (total revenue reached over 450 billion VND, achieving 128% of the projected target and increasing by 21.3% compared to 2023). 2023)...

As one of the units that has performed well in budget revenue collection, even though it is only August 2024, the Tax Sub-Department of Quynh Phu - Hung Ha area has completed the target assigned by the Ministry of Finance with a total revenue of nearly 1,300 billion VND. By the end of 2024, the total domestic revenue collected by the Sub-Department reached 2,280 billion VND, achieving 175.4% of the target; of which land use fees reached over 1,820 billion VND and revenue from taxes, fees, and other sources reached nearly 460 billion VND.

Mr. Do Ba Khanh, Head of the Tax Department of Quynh Phu - Hung Ha area, said: To achieve the above results, from the beginning of the year, the Department proactively developed a plan and proposed groups of solutions, focusing on reviewing and thoroughly and effectively exploiting revenue sources, paying attention to urging the collection of various fees and charges due to the state budget; promoting the application of information technology, simplifying administrative procedures in tax management; assigning specific tasks to each tax team, each functional department and each tax officer to closely monitor the area, while strengthening inspection and auditing work, combating tax evasion, strengthening debt recovery by classifying tax debts according to regulations and applying appropriate urging measures; strengthening tax management for temporary basic construction activities, private housing construction, and e-commerce; Actively coordinate with relevant agencies and the People's Committees of communes and towns to strengthen the management and collection of land-related fees, ensuring compliance with regulations...

Standing alongside and sharing the difficulties with taxpayers.

The revenue collection results in recent years, especially in 2024, have affirmed the effectiveness of the leadership and management of all levels, sectors, and localities in the province, particularly the active involvement of the tax sector, which has focused its efforts and worked together to fulfill the assigned tasks.

Mr. Do Hong Nam, Director of the Provincial Tax Department, said: "Not only have we proactively implemented solutions to collect taxes accurately, fully, and promptly into the state budget, but from the beginning of the year, the tax sector has also actively implemented mechanisms and policies to support and accompany taxpayers in overcoming difficulties to fulfill their tax obligations to the state, such as reducing the environmental protection tax rate on gasoline, aviation fuel, etc., according to Resolution No. 42/2023/UBTVQH15 of the Standing Committee of the National Assembly ; A 2% reduction in the value-added tax (VAT) rate for certain groups of goods and services currently subject to a 10% VAT rate will be implemented from January 1, 2024 to June 30, 2024, in accordance with government decrees and National Assembly resolutions. In 2024, the entire sector reduced taxes by over VND 700 billion and extended tax payments by over VND 420 billion, thereby helping businesses, households, and individuals alleviate financial difficulties and burdens, and providing them with additional capital for production and business activities.

Ms. Phan Thi Cham, Chairwoman of the Board of Directors of Bao Hung International Joint Stock Company, shared: After nearly 20 years of construction and development, the company has experienced remarkable growth. While in 2014, the company's revenue was only 34 billion VND, primarily targeting the northern provinces; today, the company's revenue has reached over 700 billion VND, contributing over 10 billion VND to the state budget. The company's products, under the Omeli brand, are available nationwide and exported to over 30 countries. Throughout its operation, tax officials have actively supported the company, guiding and resolving difficulties and obstacles, and promptly disseminating new tax policies, especially preferential tax policies. This has helped the company overcome challenges and fulfill its tax obligations to the state more effectively.

Administrative reform and modernization of tax administration.

In 2024, the Provincial Tax Department's Department-level Competitiveness Index (DDCI) reached 79.56 points, an increase of 6.12 points compared to 2023. This achievement was made possible by the thorough implementation of administrative reform as a top priority by district-level tax offices, regional tax offices, and affiliated departments; focusing on the strict execution of decisions by the Prime Minister and the Ministry of Finance regarding the tax system reform strategy until 2030; the tax sector also proposed reducing and simplifying unreasonable regulations that hinder business operations in the tax sector; and actively applying information technology to streamline administrative procedures and provide online public services at levels 3 and 4 through the electronic one-stop information system, minimizing travel time, social costs, and facilitating taxpayers.

In addition, the tax sector has actively applied information technology to modernize tax management, such as: deploying the centralized tax management application TMS; implementing tax registration, tax declaration, tax payment, and tax refund using electronic methods, electronic invoices, and electronic invoices generated from cash registers; analyzing and classifying risks in tax refunds; standardizing personal tax identification number data, etc.

To accompany and support taxpayers in filing, paying, and claiming tax refunds electronically quickly and conveniently, the Provincial Tax Department is implementing and providing electronic tax services for citizens and businesses in filing and paying taxes electronically, and electronic tax refund services; deploying the eTax Mobile application installed on smartphones, allowing individual businesses and household businesses to look up tax registration declarations anytime, anywhere on internet-connected devices, helping taxpayers easily interact with the tax authorities, reducing costs and time, and fulfilling tax obligations quickly and accurately.

In the spirit of the new year, the achievements in budget revenue collection in the Year of the Dragon 2024 will serve as a foundation and motivation for the tax sector to strive for new heights in the Year of the Snake 2025.
