Prime Minister Pham Minh Chinh 's six-day working visit contributed to enhancing Vietnam's standing and strengthening bilateral relations with Brazil and the Dominican Republic.

On the evening of November 21st (local time, morning of November 22nd in Vietnam), Prime Minister Pham Minh Chinh and his wife boarded a special plane to leave the capital Santo Domingo of the Dominican Republic, successfully concluding their working trip from November 16th with two destinations: Brazil and the Dominican Republic.
Before concluding his visit, the Vietnamese Prime Minister delivered a policy speech at the Dominican Republic's Institute for Diplomacy and Consular Studies and met with the President of the Modern Revolutionary Party.

In Brazil from November 16 to 19, the Prime Minister attended the G20 summit, including two important speeches at the sessions on "the fight against poverty" and "sustainable development and energy transition".
The head of the Vietnamese government also held 35 bilateral meetings with numerous leaders of countries and international organizations attending the conference.

"The Prime Minister's intensive, active, and effective activities have clearly portrayed Vietnam as a dynamic, open country, a friend, a reliable partner, and a responsible member of the international community, contributing to the overall success of the G20 summit in 2024," Deputy Minister of Foreign Affairs Pham Thanh Binh told the press accompanying the delegation.
According to Mr. Binh, Vietnam's participation and contributions at this G20 summit demonstrated that Vietnam is an independent, confident, self-reliant, and strong nation, ready to contribute to global efforts with its capabilities, experience, and long-term vision.
It also conveys the message that Vietnam is a reliable multilateral partner and a highly responsible member of the international community in global joint efforts.

Vietnam's participation in the Global Alliance Against Poverty, an initiative of host country Brazil, as a founding member, affirms Vietnam's commitment to sharing its experience in poverty eradication.
On this occasion, the Prime Minister also responded to the G20 members' call for action on global institutional reform aimed at building a more equitable global institutional framework, adapting more quickly to global changes, and enhancing the representation of developing countries.

Also in Brazil, during talks between Prime Minister Pham Minh Chinh and Brazilian President Lula da Silva, the two leaders issued a joint statement upgrading bilateral relations to a Strategic Partnership.
"The fact that Brazil is the first South American country with which Vietnam has established a Strategic Partnership also marks a step forward for Vietnam in expanding cooperation with the Latin American region, a market with great potential, especially in the context of Vietnam's efforts to diversify its markets and supply sources," Mr. Binh affirmed.
The new framework will serve as a foundation for close cooperation between the two sides on international issues such as combating poverty, sustainable development, responding to climate change, and strengthening linkages between ASEAN and South America.

For the Dominican Republic, Prime Minister Pham Minh Chinh's official visit marks the first visit by a high-ranking Vietnamese leader since the two countries established diplomatic relations.
According to Deputy Minister Pham Thanh Binh, this demonstrates Vietnam's appreciation for and desire to further strengthen and deepen the good relations of solidarity, friendship, and cooperation with the Dominican Republic.
During the visit, Prime Minister Pham Minh Chinh held important and highly effective talks with President Luis Abinader Corona. Through these talks, the two sides adopted a joint statement affirming the determination of both governments and announced agreed directions and measures to further strengthen relations.
In the coming period, both sides will continue to strengthen exchanges of delegations and contacts at the high level as well as at the ministerial, departmental, and local levels to enhance understanding and create momentum for promoting substantive cooperation that benefits both sides.
Prime Minister Pham Minh Chinh also conveyed the invitation from Vietnamese leaders to the President of the Dominican Republic to visit Vietnam in 2025, on the occasion of the 20th anniversary of the establishment of diplomatic relations between the two countries, and to jointly establish a new framework for bilateral relations.
For the time being, the Prime Minister has proposed that the two sides promptly negotiate a free trade agreement, an investment protection agreement, cooperation in culture, education, training, and visa exemption for general citizens.
