On September 9th, the SEAMEO Regional Centre for Lifelong Learning in Vietnam (SEAMEO CELLL), in collaboration with COGNOTIV Singapore, organized an international workshop on the theme: "Strengthening Lifelong Education Capacity in the Digital Age: A Look Back at 2023–2024 and Strategies for AI Application Development from 2025 onwards".
In his opening remarks at the workshop, Deputy Minister of Education and Training Nguyen Van Phuc stated that the SEAMEO CELLL Center was established in 2012, received international recognition in 2013, and officially began operations in mid-2014.
Since then, SEAMEO CELLL has consistently played a pioneering role in promoting education and lifelong learning, not only in Vietnam but also throughout Southeast Asia.

According to Deputy Minister Nguyen Van Phuc, lifelong learning today is no longer a slogan or a formal commitment in declarations, but has become a daily practice for millions of people around the world. It is a continuous process aimed at self-affirmation, striving to become true global citizens with a worldview that prioritizes harmony, peace , and shared prosperity.
Lifelong learning is achieved through various tools and methods, most notably the application of technology. In particular, the emergence of artificial intelligence (AI) has become a profoundly transformative factor.
Recognizing this potential, over the past two years, the SEAMEO CELLL Center has designed and implemented numerous programs to enhance the IT and AI skills of teachers and learners. This is considered the right direction, in line with the national vision for digital transformation in education.
"We believe that by embracing AI and digital tools, Vietnam and Southeast Asia will move closer to the goal of building a comprehensive, equitable, and innovative learning society. In particular, I am very pleased to learn that SEAMEO CELLL is currently implementing a pioneering framework program with three components to promote the application of AI in teaching, learning, and assessment," Deputy Minister Nguyen Van Phuc emphasized.
Accordingly, the program includes: a series of capacity-building training courses for teachers and education administrators; an annual competition for teachers to showcase the knowledge and skills acquired from the training courses; and a career assessment and counseling program for high school students and vocational education students. This integrated initiative, implemented with the coordination of many stakeholders, is clear evidence of the power of regional and international cooperation in promoting educational innovation.

At the workshop, Dr. Le Thi My Ha, Director of SEAMEO CELLL Center, stated that in recent years, the integration of Information and Communication Technology (ICT) and Artificial Intelligence (AI) into organizational management, especially in the field of education, has become a prominent trend with the potential to reshape the way schools are managed and learning processes are conducted.
According to Dr. Le Thi My Ha, ICT and AI are opening up unprecedented opportunities to improve operational efficiency, enhance the quality of education, and expand the scope of learning beyond the traditional classroom environment.
Citing UNESCO, she emphasized that AI has the potential to address some of the biggest challenges in education today, while also innovating teaching and learning methods. AI and ICT are not just supporting tools, but also important drivers in reshaping the roles of administrators, teachers, and students in the modern educational environment.
"This workshop aims to provide attendees with an overview of the achievements SEAMEO CELLL has made during the period from 2023 to mid-2025, and to introduce the lifelong learning capacity building programs that the Center is implementing in collaboration with partners until 2027," emphasized the Director of SEAMEO CELLL Center.

In the main part of the workshop, representatives from SEAMEO CELLL, COGNOTIV Singapore, and the Institute for Educational Testing and Assessment presented key programs aimed at promoting lifelong learning in the context of digital transformation.
The content presented included an introduction to the three-component framework program “AI Applications and Lifelong Learning Development” of SEAMEO CELLL. This program includes: the CELLLLAT competition for teachers, the CELLLO assessment program, and the career counseling assessment framework for secondary school students – a key component of the CELLLO program.
Additionally, delegates presented on the application of AI in school administration, with preliminary results from a survey on the need for AI applications in universities and colleges nationwide. The initial data showed a growing interest among educational institutions in integrating AI into management and teaching.
As part of the program, a thematic panel discussion was held on the topic "Artificial Intelligence and Lifelong Learning - Opportunities, Challenges, and Ethical Principles".
The discussion attracted the participation of many experts from both within and outside the country, focusing on analyzing the ethical aspects, potential, and risks of applying AI to education.

At the workshop, SEAMEO CELLL also signed cooperation agreements with 5 SEAMEO centers, including: SEAMEO CED, SEAMEO RECSAM, SEAMEO RIHED, SEAMEO SEAMOLEC, and SEAMEO TED.
Simultaneously, agreements were signed for cooperation with COGNOTIV Singapore and COGNOTIV Vietnam; the Southern Center for Education and Training Development, Office of the Ministry of Education and Training; the Institute for Educational Testing and Quality Assessment, Association of Vietnamese Universities and Colleges.

Dr. Le Thi My Ha stated: "The goal of establishing the SEAMEO CELLL Center is to develop a regional center for lifelong learning within SEAMEO to meet the region's needs in promoting lifelong learning and to create opportunities for cooperation in the field of lifelong learning among SEAMEO member countries and associated countries. At the same time, the center strengthens relationships and enhances understanding among educational researchers, practitioners, and policymakers in the region, in a spirit of mutual respect and cooperation."
