Standing Committee of Provincial People's Council works with the Culture Committee

This afternoon, January 10th, under the chairmanship of the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, Nguyen Dang Quang; and the Standing Vice Chairman of the Provincial People's Council, Nguyen Chien Thang, the Standing Committee of the Provincial People's Council held a working session with the Culture and Social Affairs Committee of the Provincial People's Council to review the results of activities in 2023 and the key work program for 2024. Ms. Ho Thi Thu Hang, Head of the Provincial Party Committee's Inspection Committee and Head of the Culture and Social Affairs Committee of the Provincial People's Council, also attended the meeting.

In 2023, the Culture and Social Affairs Committee of the Provincial People's Council reviewed 2 reports and 12 proposals, projects, and draft resolutions at the Provincial People's Council sessions. It also conducted supervision and surveys on the cultural and spiritual life of the people; worked with relevant departments, agencies, and localities on cultural and social issues to prepare for the sessions; and carried out 2 thematic supervisions on the construction and use of grassroots cultural institutions and the preservation and promotion of intangible cultural heritage.

The committee monitors the implementation of policies on war veterans and performs other tasks as assigned by the Standing Committee of the People's Council, ensuring that its functions and duties are carried out in accordance with the law and achieving high results. The quality of the review reports serving the sessions has improved, focusing on in-depth analysis of each field; the committee's recommendations and proposals are highly appreciated by localities, agencies, and units, and solutions are proposed to help specialized sectors perform their tasks better.

Regarding the key work program for 2024, the Culture and Social Affairs Committee of the Provincial People's Council will develop a thematic monitoring program on the results of implementing Resolution No. 167/NQ-HĐND dated December 9, 2021, on investment in the preservation, restoration, and promotion of the system of historical and cultural relics in Quang Tri province for the period 2022-2025; and the results of implementing Resolution No. 87/NQ-HĐND dated December 9, 2022, on developing the health system, improving the quality of operation of public health facilities to meet the health care requirements of the people, and improving the quality of the population in Quang Tri province for the period 2022-2026, with a vision to 2030. This includes monitoring, surveying, and working with districts, towns, cities, and departments and agencies in the field of culture and social affairs...

To improve the quality and effectiveness of its activities, the Culture and Social Affairs Committee proposes that the Standing Committee of the Provincial People's Council pay attention to directing units and localities to implement the recommendations following supervision, so that supervision activities yield high effectiveness. It also requests attention to reviewing and approving the content, tasks, and funding of scientific research projects to improve the quality of the People's Council's activities in this field, enhance expertise, and proactively implement assigned tasks.

Concluding the working session, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, Nguyen Dang Quang, requested the Culture and Social Affairs Committee of the Provincial People's Council to focus on reviewing the 40 resolutions of the Provincial People's Council in the field of culture and social affairs that are still in effect. Based on this review, they should develop a plan to monitor and track the implementation of these resolutions, ensuring high effectiveness and efficiency, especially those related to investment policies and the social mobilization of resources for implementation.

Focus on reviewing and advising the Provincial People's Council on the implementation of investment expenditures in the cultural and social fields, ensuring that at least the minimum level is met as prescribed. Review, research, and monitor to identify the reasons why resolutions have not been effectively implemented. The Standing Committee of the Provincial People's Council unanimously agreed that from now on, the Culture and Social Affairs Committee will be responsible for monitoring all areas under its purview, including resolutions issued by the Provincial People's Council in the cultural and social fields, including investment policies, compiling statistics on implementation results, and monitoring the effectiveness of the Provincial People's Council's resolutions.

The Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, Nguyen Dang Quang, acknowledged the recommendations of the Culture and Social Affairs Committee of the Provincial People's Council and will direct relevant departments, agencies, and localities to effectively implement the recommendations following the supervision. He agreed with the principle and requested the Culture and Social Affairs Committee to propose a scientific research topic on evaluating the implementation of local policies related to the fields issued by the Provincial People's Council.
