This afternoon, July 5, the Standing Committee of the Quang Tri Provincial Party Committee held a conference to review internal affairs work, review judicial reform work in the first 6 months of the year, and deploy tasks for the last 6 months of 2024. Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang chaired the conference. The report of the Provincial Judicial Reform Steering Committee said that in the first 6 months of 2024, coordination in handling cases, especially difficult, complicated, backlogged and prolonged cases, has become increasingly tight. The quality of investigation, prosecution, trial and execution activities has been improved, preventing wrongful convictions and criminalization of civil relations. Digital transformation in the activities of judicial agencies continues to receive attention and is effective. The team of appraisers in the province's professional agencies has been strengthened.
Regarding the tasks for the last 6 months of 2024, the Provincial Steering Committee for Judicial Reform identified 6 key groups of tasks, including the strengthening of coordination between judicial agencies in resolving, adjudicating, and enforcing pending and prolonged cases that have caused frustration.
Cases and incidents with different views on settlement between the prosecuting agencies and cases and incidents monitored and directed by the Standing Committee of the Provincial Party Committee and the Provincial Steering Committee for Anti-Corruption and Negativity.
At the same time, implement solutions to limit detention and temporary detention in economic cases, not criminalize civil relations, not allow wrongful convictions, wrongful convictions, or missed crimes, minimize cases being annulled, amended, or returned for further investigation due to subjective reasons, as well as coordinate in organizing trial sessions to gain experience, and publicly announce judgments according to regulations.
The report of the Provincial Party Committee's Internal Affairs Committee stated that in the second quarter, most crimes related to social order tended to decrease compared to the first quarter of 2024, accordingly, the whole province had 98 criminal cases, 16 people were injured, property damage was about 3.7 billion VND, the authorities investigated and clarified 84 cases, arrested and handled 174 subjects.
Crime and drug abuse in the province continue to be complicated, especially along the border, with routes for illegal drug transportation from Laos through Quang Tri into the country's interior. Authorities have discovered and arrested many drug cases and rings with large amounts of evidence, seizing more than 35 kg of heroin, 99.5 kg and 139,214 synthetic drug pills.
The Provincial Party Standing Committee has led and directed Party committees at all levels to implement the policies and resolutions of the Central and the province on internal affairs and judicial reform; led and directed Party committees and authorities at all levels to focus on leading and directing the police, military, and border guards to grasp the situation and effectively implement solutions to ensure political security and social order and safety.
In the third quarter of 2024, the Provincial Party Committee's Internal Affairs Committee identified 7 key groups of tasks, including directing functional forces to strengthen the fight against crime, ensure social order and safety, especially drug crimes, eradicate complex drug use hotspots as well as carry out the peak of the fight against economic crimes, smuggling, resolutely fight against high-tech crimes, fraudulent acts of appropriating property, gambling in cyberspace...
In his concluding remarks, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council Nguyen Dang Quang requested that Party committees, authorities at all levels, and the education sector pay more attention to training work to prevent ethnic minority students and students from disadvantaged areas from dropping out of school early, because if so, criminals will entice them to commit crimes, especially drug-related crimes and social evils.
People's courts at all levels increase the opening of mobile courts, thereby propagating and educating the law, preventing and deterring violations of the law among officials and people.
The authorities promptly publicize the conclusions of the inspection of cases, especially those related to land, for people to monitor and create consensus in society. The Provincial People's Committee is interested in directing specialized sectors to build a database on land, thereby strengthening management to exploit land resources for socio-economic development.
