This afternoon, July 5th, the Standing Committee of the Quang Tri Provincial Party Committee held a meeting to review internal affairs work, summarize judicial reform work in the first six months of the year, and implement tasks for the last six months of 2024. The meeting was chaired by Mr. Nguyen Dang Quang, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council. Mr. Nguyen Chien Thang, Standing Vice Chairman of the Provincial People's Council, and Ms. Ly Kieu Van, Head of the Provincial Party Committee's Internal Affairs Department, also attended the meeting.

According to the report of the Provincial Steering Committee for Judicial Reform, in the first six months of 2024, coordination in resolving cases and incidents, especially those with difficulties, obstacles, and long-standing issues, became increasingly close. The quality of investigation, prosecution, trial, and enforcement of judgments improved, preventing wrongful convictions and avoiding the criminalization of civil relations. Digital transformation in the operation of judicial agencies continued to receive attention and proved effective. The team of expert witnesses in the province's specialized agencies was strengthened.

Regarding the tasks for the last six months of 2024, the Provincial Steering Committee for Judicial Reform identified six key task groups, including the strengthening of coordination among judicial agencies in resolving, adjudicating, and enforcing judgments in outstanding and protracted cases that are causing public dissatisfaction.

Cases and incidents with differing views on resolution among prosecuting agencies, and cases and incidents monitored and directed by the Standing Committee of the Provincial Party Committee and the Provincial Steering Committee for Anti-Corruption and Negative Phenomena.

Simultaneously, implement solutions to limit temporary detention in economic cases, avoid criminalizing civil relations, prevent wrongful convictions and miscarriages of justice, minimize the number of cases overturned, amended, or returned for further investigation due to subjective reasons, and coordinate the organization of trial review sessions and ensure the public disclosure of judgments as required.

According to the report of the Provincial Party Committee's Internal Affairs Department, in the second quarter, most social order crimes showed a downward trend compared to the first quarter of 2024. Accordingly, the province recorded 98 criminal offenses, resulting in 16 injuries and property damage of approximately 3.7 billion VND. Authorities investigated and clarified 84 cases, arresting and prosecuting 174 suspects.

Crime and drug-related problems in the province continue to be complex, especially along the border. Illegal drug trafficking routes have emerged from Laos through Quang Tri province into Vietnam. Authorities have detected and apprehended numerous drug trafficking cases and networks, seizing large quantities of drugs, including over 35 kg of heroin, 99.5 kg and 139,214 tablets of synthetic drugs.

The Standing Committee of the Provincial Party Committee has led and directed Party committees at all levels to implement the policies and resolutions of the Central and Provincial authorities on internal affairs and judicial reform; it has also led and directed Party committees and government agencies at all levels to focus on leading and directing the police, military, and border guards to monitor the situation and effectively implement solutions to ensure political security and social order and safety.

In the third quarter of 2024, the Provincial Party Committee's Internal Affairs Department identified seven key tasks, including directing functional forces to strengthen the fight against crime, ensuring social order and safety, especially drug-related crimes, eradicating complex drug use hotspots, as well as carrying out a high-intensity campaign against economic crimes and smuggling, and resolutely combating high-tech crimes, fraud, and online gambling...

In his concluding remarks, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, Nguyen Dang Quang, urged Party committees, governments at all levels, and the education sector to pay more attention to training to prevent ethnic minority students and students from disadvantaged areas from dropping out of school early. He warned that if this happens, criminals will lure these students into committing crimes, especially drug-related crimes and social vices.

People's courts at all levels are increasing the number of mobile court sessions, thereby disseminating and educating the public about the law, and preventing and deterring violations of the law among officials and citizens.

Authorities promptly publicize the conclusions of inspections, especially those related to land, to allow for public oversight and foster social consensus. The Provincial People's Committee directs specialized departments to build a land database, thereby strengthening management to effectively utilize land resources for socio-economic development.
