In a televised speech, Mr. Putin stated: "Today I am speaking to you about the bloody, barbaric terrorist act whose victims were dozens of innocent, peaceful people... I declare March 24 a day of national mourning."
"The doctors are currently fighting for the lives of the victims who are in serious condition. I am sure that they will do everything possible, even impossible, to preserve the lives and health of all the injured," he said.
In addition, the Russian leader also emphasized: "It is clear that we are facing not only a carefully planned terrorist attack, but also a prepared and organized mass murder of defenseless civilians, shooting directly at our citizens, our children."
President Putin also pledged to punish the terrorists responsible for the horrific massacre, saying that some of the attackers had headed towards Ukraine on their way to escape and that “some people on the Ukrainian side” were ready to let them cross the border to escape.
