President Putin said terrorists would be punished appropriately and declared a national day of mourning.

On March 23, Russian President Vladimir Putin called what happened at the Crocus City Hall concert hall in Moscow on the evening of March 22 a bloody terrorist attack and declared a national day of mourning.

In his televised address, Putin stated: "Today I speak to you about the bloody, barbaric act of terrorism whose victims were dozens of innocent, peaceful civilians... I declare March 24th a national day of mourning."

He said, "The officers are currently fighting for the lives of the victims who are in critical condition. I am certain that they will do everything possible, even the impossible, to preserve the lives and health of all those injured."

Furthermore, the Russian leader emphasized: "Clearly, we are facing not only a carefully planned terrorist attack, but also a preparatory and organized mass murder targeting defenseless civilians, shooting directly at our citizens, our children."

President Putin also pledged to appropriately punish the terrorists responsible for the horrific massacre, adding that some of the attackers had fled toward Ukraine and that “some people on the Ukrainian side” were ready to help them cross the border to escape.
