Vehicles used for transporting preschool children and schoolchildren must be painted a deep yellow color on the exterior, with identifying signs placed on the front and on both sides above the windows.
Government Decree No. 151 stipulates that vehicles used for transporting preschool children and students must be painted a dark yellow on the exterior. This regulation takes effect from January 1, 2025. Furthermore, the front and both sides above the windows must display signs identifying the vehicle as a specialized vehicle for transporting preschool children and students. Vehicles used for transporting preschool children and students in combination with other transportation activities as stipulated in Clause 2, Article 46 of the Law on Road Traffic Order and Safety must have signs identifying them as vehicles for transporting preschool children and students placed on the front and both sides above the windows.

Numerous studies and the history of school bus development in various countries show that the bright yellow color has a strong impact on the viewer's eyes, thereby increasing the vehicle's visibility even in harsh weather conditions such as fog, rain, daytime, or darkness. This is crucial in preventing accidents involving school buses and has been implemented in many countries for a long time. To ensure road safety and order for vehicles transporting preschool children and students, Article 46 of the Law on Road Traffic Safety clearly states that vehicles used for transporting preschool children and students must meet several requirements. First, these vehicles must have equipment to record images of preschool children and students, and equipment with a warning function to prevent children from being left behind in the vehicle. The vehicles must have a service life of no more than 20 years and be painted in the color prescribed by the Government. Vehicles transporting preschool or primary school children must have age-appropriate seat belts or use vehicles with age-appropriate seating as prescribed by law. In addition, when transporting preschool or primary school children, at least one supervisor must be assigned to each vehicle to guide, supervise, maintain order, and ensure the safety of the children throughout the journey. For vehicles with 29 seats or more (excluding the driver's seat) carrying 27 or more preschool or primary school children, at least two supervisors must be assigned to each vehicle. According to regulations, the supervisor and driver are responsible for checking preschool and primary school children when they disembark; children must not be left on the vehicle after the supervisor and driver have left. Drivers of vehicles transporting preschool and primary school children must have at least two years of experience driving passenger transport vehicles, as prescribed by law. The law also stipulates that educational institutions must establish procedures to ensure the safety of transporting preschool children and students; instruct drivers and supervisors of preschool children and students to understand and correctly implement these procedures; and be responsible for ensuring road traffic order and safety when organizing the transportation of preschool children and students of that educational institution.
