Speaking with VietNamNet this afternoon (January 21), a leader of Hue College of Transport said that the unit had just sent a document to the Thua Thien Hue Provincial Department of Transport regarding the case of a student suspected of being illiterate but still being issued a B2 driving license.

Specifically, in a document sent to the Thua Thien Hue Provincial Department of Transport, Hue College of Transport affirmed that the driver training records for class B2 of Mr. Tran Van N. (born in 1973, residing in Quyet Thang Ward, Kon Tum City, Kon Tum Province) are no longer kept at the school.

Furthermore, since Mr. Tran Van N. completed his course in 2017, the school no longer retains the teaching practice plan for student Tran Van N.

Explaining this, the leaders of Hue College of Transport said that the school no longer retains the training records for B2 driving licenses and the plan for practical training instructors for Mr. N. because the records had been destroyed by the school. The destruction was in accordance with regulations on record keeping.

Specifically, the leadership of Hue College of Transport stated that, based on Clause 5, Article 28 of Circular No. 38/2019/TT-BGTVT dated October 8, 2019, of the Ministry of Transport, which regulates the record retention period; and based on Decision No. 2448/QD-SGTVT dated December 3, 2019, of the Department of Transport of Thua Thien Hue province, the school has destroyed the driver training records that had been stored for 5 years.

As VietNamNet reported, on the afternoon of January 9th, the leadership of Hue College of Transport confirmed that they had received a document from the Kon Tum City People's Court (Kon Tum province) regarding cooperation in addressing the suspicion that an illiterate person was issued a B2 driver's license by Hue College of Transport.

According to court documents, Mr. Tran Van N. (born in 1973, residing in Kon Tum City) is the plaintiff in a civil case handled by the Kon Tum City People's Court. During the case proceedings, Mr. Tran Van N. stated that he is illiterate.

However, documents and evidence from the Kon Tum City People's Court show that Mr. N. was issued a basic certificate by Hue College of Transport, completing the B2 class automobile driving training program from November 19, 2016 to February 24, 2017, certificate number 31399, certificate registration number 463/17.

The Kon Tum City People's Court requested the Thua Thien Hue Provincial Department of Transport and the Hue College of Transport to coordinate and arrange a meeting on January 25 and 26, 2024.

The court also requested to work directly with examiners Hoang Thi Hoa, Nguyen Huynh Quang, Le Ngoc Dinh, Pham Hung Vinh, and Tran Quang Bao, based on the summary report of the driving test results dated February 28, 2017, for Mr. Tran Van N...

The purpose of the meeting was to verify the training process for the B2 driver's license, and whether Mr. Tran Van N.'s exam participation was facilitated by relatives or the school.

The information provided by Mr. Tran Van N., stating that he was illiterate but was still issued a B2 driver's license, raises many questions about the driver training at Hue College of Transport, because according to regulations, those learning to drive a B2 vehicle must be able to read and write Vietnamese.
