The incident occurred on January 24, 2025. A young man clung to the ceiling handrails and metal bars on a train carriage belonging to metro line 1.
On January 26, Ho Chi Minh City Urban Railway One Member Co., Ltd. No. 1 (HURC1 - the operator of metro line No. 1) said that this person's actions were repeated many times on trains No. 1401 in the Ben Thanh - Suoi Tien direction and No. 1602 in the opposite direction.
Hanging on or exercising on handrails and pillars in the train compartment not only poses a safety risk to the person doing it, but also potentially affects surrounding passengers, especially at times when the train is crowded.
HURC1 Company said that the train compartment is a public space, and equipment such as handrails are installed to help passengers maintain balance while the train is running, not for physical activities or performances.
"The act of hanging from the handrails and pillars on the train cabin poses a safety risk to the person doing it and the surrounding passengers. At many times, the train is crowded with passengers and many people are sitting in the lower seats," HURC1 Company affirmed.
According to Article 7 of Decree 144/2021/ND-CP, acts of disturbing public order are violations of the law and may be subject to administrative sanctions or criminal prosecution depending on the severity.
At the same time, based on the coordination regulations to ensure traffic security and safety issued by the Ho Chi Minh City People's Committee (Decision 4630/QD-UBND dated December 30, 2022) and Decision 5908/QD-UBND dated December 20, 2024 on the operation of urban railway line No. 1, HURC1 Company requested the Ho Chi Minh City Police to intervene.
Specifically, the company requested the Ho Chi Minh City Police to verify the information, summon the relevant individuals for questioning, and handle the matter according to the law.
This not only serves as a deterrent against similar violations, but also helps maintain a civilized and safe image for metro line 1.
Previously, on January 25th, Tuoi Tre Online published an article titled: "Young man doing pull-ups on metro line 1: Disgusting and unsafe."
Building a metro culture
HURC1 company stated that recently, its operating staff have also discovered many cases of violations of metro culture.
Many people bring food and drinks into the station area, not following the rules despite being reminded. Some people intentionally bring pets in their backpacks but let them go when they get on the platform, affecting the common space.
There are quite a few people using tripods in the station and on the train, obstructing other passengers or leaning out of the EWD door (door for station staff only in emergency situations) to take pictures, not following the staff's reminders and continuing to other locations to take pictures.
Some people even took off their clothes, which was considered disrespectful when taking pictures. The station's staff was overloaded, mainly focused on serving passengers. Therefore, there were times when there were not enough staff to quickly remind and handle the situation when it arose.
"We want to convey the message to all passengers on metro line 1 to comply with regulations, build and preserve metro culture for a more civilized, modern and safer traffic environment," said a representative of HURC1 Company.
