On the afternoon of December 5th, the Provincial Military Party Committee held a conference to issue a resolution on leading the implementation of military and national defense tasks and Party building in 2025. The conference was chaired by: Nguyen Doan Anh, Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Provincial Party Committee, and Secretary of the Provincial Military Party Committee; Lieutenant General Ha Tho Binh, Deputy Secretary of the Party Committee and Commander of Military Region 4; Vu Van Tung, Member of the Standing Committee of the Provincial Party Committee and Commander of the Provincial Military Command; and Le Van Trung, Deputy Secretary of the Party Committee and Political Commissar of the Provincial Military Command.

Attending the conference were members of the Provincial Party Standing Committee; representatives from the 4th Military Region Command; leaders of provincial departments and agencies; and leaders of districts, towns, and cities.
Lieutenant General Ha Tho Binh, Commander of Military Region 4, and leaders of the Provincial Military Command presented flowers to congratulate Comrade Nguyen Doan Anh, Member of the Central Committee of the Party and Secretary of the Provincial Party Committee, on assuming the position of Secretary of the Provincial Military Party Committee of Thanh Hoa .
At the conference, the representative of the Provincial Military Party Committee announced the decision of the Provincial Party Standing Committee to appoint Comrade Nguyen Doan Anh, Member of the Central Committee of the Party and Secretary of the Provincial Party Committee, to the position of Secretary of the Thanh Hoa Provincial Military Party Committee.

The draft Resolution on leadership in implementing military and defense tasks and Party building in 2025, by the Provincial Military Party Committee, clearly states: In 2024, the Provincial Military Party Committee focused on leading and directing the provincial armed forces to successfully complete the goals, targets, and tasks set out in the Resolution for the year. The Military Party Committee proactively coordinated and advised the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee to thoroughly implement the documents of the Central Committee, the Central Military Commission - Ministry of National Defense , and the Party Committee - Command of the Military Region regarding local military and defense tasks.
During the year, 3,655 citizens were selected and assigned to military service, ensuring quality (achieving 100% of the target). The provincial armed forces effectively played their role in building a national defense system, a national defense posture integrated with a people's security posture, and building a solid defense zone.
Regularly coordinating with the police, border guards, and other forces to monitor, forecast, and accurately assess the situation; advising local Party committees and authorities on timely and effective handling of situations... Effectively implementing policies for the military's rear support and policies for those who have rendered meritorious service. Organizing the search and collection of 15 remains of martyrs in Laos and handing them over for burial at Dong Tam International Cemetery (Ba Thuoc district) in a solemn and respectful manner.
Political and ideological education work has been implemented in depth, richly, creatively, and effectively, successfully organizing the Emulation Congress for Victory at all levels for the period 2019-2024; military diplomacy has been maintained and implemented effectively, contributing to consolidating and strengthening the solidarity and friendship between Thanh Hoa province and Hua Phan province (Laos). In 2024, 8 units were awarded Emulation Flags by Military Region 4 and the Provincial People's Committee; the Provincial Military Command is one of the leading units in the emulation movement in the Armed Forces of Military Region 4, and was recommended by the Military Region Command to the Ministry of National Defense for an Emulation Flag.
Regarding the direction and tasks for 2025, the draft Resolution clearly states: To lead and direct the successful completion of the goals and targets of the Party Congress resolutions at all levels for the 2020-2025 term; to improve the quality of advice on implementing local military and defense tasks, building a strong national defense foundation, and building a solid defense zone; to improve the overall quality, level, and combat readiness of the provincial armed forces; to coordinate in understanding and advising on timely and effective handling of situations, contributing to maintaining political security and social order, creating a stable environment for the local socio-economic development; to build Party committees that excellently fulfill their tasks, and to build comprehensively strong agencies and units that are "exemplary and outstanding," striving to be awarded the Emulation Flag.
Comrade Vu Van Tung, Member of the Standing Committee of the Provincial Party Committee and Commander of the Provincial Military Command, delivered a speech at the conference.
At the conference, delegates discussed and evaluated the outstanding results, limitations, and experiences in leading and directing the implementation of the Provincial Military Party Committee's Resolution in 2024. They also contributed opinions on the direction, objectives, tasks, and solutions for implementing military and defense tasks in 2025, and the work of Party building in 2025.

In his address at the conference, Commander of Military Region 4 Ha Tho Binh commended and acknowledged the achievements and results of the Thanh Hoa Provincial Military Party Committee in 2024. He also requested that, in order to successfully complete military and defense tasks and build the Party Committee in 2025, the Provincial Military Party Committee should focus on leading and advising local Party committees and authorities on the serious and effective implementation of military and defense tasks; promptly advising the Provincial Party Committee and the Provincial People's Committee on handling military and defense situations flexibly and in accordance with the law. He also urged them to advise on the implementation of the Civil Defense Law, the People's Air Defense Law, and the Government's projects on combining economic development with national defense and security in the management of maritime and island sovereignty, contributing to maintaining political stability and creating a favorable environment to promote the province's socio-economic development.
Continue to strengthen training and combat readiness, improve the situational handling capabilities of the provincial and district armed forces, and enhance the quality of training for reserve forces, militia, and self-defense forces, as well as providing national defense and security knowledge to relevant groups. Organize the 2025 military recruitment process in a rigorous, safe, and high-quality manner. Strengthen measures to maintain strict discipline and order, and build strong, comprehensive units that are "exemplary and outstanding." Thoroughly prepare all necessary documents and personnel to ensure the successful organization of the 15th Provincial Military Party Congress, term 2025-2030.

Concluding the conference, the Provincial Party Secretary and Secretary of the Provincial Military Party Committee, Nguyen Doan Anh, stated: 2025 will see the Party congresses at all levels leading up to the 14th National Congress of the Party; it will also be a year of many important political events for the Party, the nation, and the Army. Forecasting that the global and regional situation will continue to evolve rapidly, complexly, and unpredictably, the Provincial Military Party Committee needs to continue improving the quality and effectiveness of its advisory work to local Party committees and authorities in understanding and implementing resolutions, directives, and plans from higher levels regarding local military and defense tasks; linking the implementation of military and defense goals and targets with the socio-economic development programs and plans for 2025.

Closely coordinate with local Party committees and authorities in districts, towns, and cities in leading and directing the implementation of military and defense tasks, building a strong national defense system; building "four-good Party branches" and "four-good grassroots Party committees"; improving the leadership capacity and combat strength of Party committees and branches at all levels, and the activities of military Party branches at the commune, ward, and town levels.
Improve the quality and effectiveness of political education and legal dissemination; promote propaganda and emulation activities to commemorate important national, military, military region, local, and unit-level political events and holidays. Organize well the activities commemorating the 80th anniversary of the Military Region's Armed Forces (October 15, 1945 - October 15, 2025) and the 80th anniversary of the Provincial Armed Forces (August 24, 1945 - August 24, 2025).
Implement comprehensive and decisive solutions in achieving breakthroughs and building model units; strictly maintain the established order and discipline in military training and social relations. Continue to focus on consolidating barracks to be "regular, green, clean, and beautiful." Closely combine the building of Party committees and organizations that excel in their tasks with the building of strong, comprehensive, "exemplary and outstanding" military agencies and units. Effectively implement defense diplomacy activities, coordinate border security, and maintain the special solidarity, friendship, and cooperation between Thanh Hoa province (Vietnam) and Hua Phan province (Laos).
Comrade Nguyen Doan Anh, Secretary of the Provincial Party Committee and Secretary of the Provincial Military Party Committee, requested that, in the immediate future, the Provincial Military Party Committee should lead the organization of activities commemorating the 80th anniversary of the founding of the Vietnam People's Army and the 35th anniversary of the National Defense Day (December 22nd) in a thorough, high-quality, and absolutely safe manner. Maintain strict combat readiness duty to avoid being caught off guard; organize well the activities commemorating the 95th anniversary of the founding of the Communist Party of Vietnam and the Lunar New Year celebration of the Year of the Snake - 2025, ensuring a "joyful, healthy, economical, safe, and highly combat-ready" atmosphere. Coordinate the selection and handover of 3,650 citizens for military service and the reception and training of 260 new recruits, ensuring thoroughness and safety.
