Localities are required to proactively take measures to prevent African swine fever.

Comrade Luu Van Ban, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Committee, chaired the second meeting of the Provincial People's Committee in July.

To proactively prevent and control African swine fever in the province, the Standing Vice Chairman of the Provincial People's Committee, Luu Van Ban, emphasized that African swine fever is developing complicatedly in some provinces bordering Hai Duong , so the risk of an outbreak in the province is very high. Therefore, the Department of Agriculture and Rural Development needs to proactively propose specific solutions and clarify the consequences of an African swine fever outbreak. Standing Vice Chairman Luu Van Ban requested the Department of Agriculture and Rural Development to develop a plan for preventing and controlling African swine fever based on an assessment of the actual situation, and on that basis, outline the tasks, requirements, and implementation content aimed at preventing and handling situations promptly. In particular, emphasis should be placed on disseminating information and providing guidance on preventing and controlling African swine fever, reviewing and compiling statistics on existing pig herds, and implementing vaccination programs. The responsibilities of local Party committees, governments, and specialized agencies in implementing measures to prevent and control African swine fever should be determined and reported to the Provincial Party Standing Committee as soon as possible.

According to a report from the Department of Agriculture and Rural Development, there are currently no outbreaks of African swine fever in the province. However, the risk of an outbreak is very high due to the complex situation of African swine fever in some provinces bordering Hai Duong (Quang Ninh, Hai Phong). The African swine fever virus can survive for a long time in the environment, and its transmission routes are very complex; the unpredictable weather conditions, which are unfavorable to the health of pigs, create favorable conditions for the African swine fever virus to develop and could cause outbreaks, especially of African swine fever.

The total pig population in the province is 440,000. This includes 42,500 breeding sows and boars, and 300,700 market pigs. Approximately 96,800 piglets are also in the litter.

In the first six months of 2024, pig farming in Hai Duong developed steadily, growing by 4.6%. Pig farming is rapidly shifting towards large-scale farms, with small-scale farming decreasing. The proportion of industrial-scale and farm-based farming accounts for over 60%, contributing to increased meat production and efficiency in livestock farming. Farmers are applying technical advancements in the operation and management of their herds, such as automatic and semi-automatic feeders, automatic cooling systems, ventilation systems, automatic temperature and humidity control in barns; automatic drinking water supply systems and machines for cleaning and collecting livestock waste; automatic disinfection of farm and barn entrances; high-capacity disinfectant sprayers, barn cleaning machines; biological bedding, biological products, biogas, and biosecure farming practices.

However, since the beginning of 2024, pork prices have increased significantly, leading to a surge in restocking by farmers. Nevertheless, attention to and use of vaccines remain limited, as there is no vaccine available to prevent African swine fever for breeding sows and boars. Farmers have not implemented minimum veterinary hygiene measures to prevent disease outbreaks. Furthermore, control over the trading and transportation of pigs and pork products, as well as the slaughtering of pigs in some localities, is still not strictly enforced...

The second meeting of the Hai Duong Provincial People's Committee in July also considered and discussed the following contents and proposals: Regulations on coordination between the Vietnam General Confederation of Labor and the Hai Duong Provincial People's Committee in implementing the Trade Union Institution Project in the province.

The submissions include: regulations on the management, operation, and use of the Hai Duong Provincial Data Center; regulations on the management, operation, and integration of the Smart-HaiDuong application for citizens; and the Hai Duong Provincial Data Strategy until 2030.

Plans and timelines for land clearance in residential and urban areas within districts, towns, and cities.

Results of the review, inspection, and evaluation of the investment, construction, and business operations of several gasoline stations in the province.

Plan for organizing and implementing the Housing Law No. 27/2023/QH15 and the Real Estate Business Law No. 29/2023/QH15.

Proposing investment policies for several residential and urban development projects in the province.

Review 18 residential and urban development projects in wards classified as urban areas of type III or higher in Hai Duong province to propose appropriate forms of housing construction or land use rights transfer through subdivision and sale of plots, in accordance with legal regulations.

Results of resolving issues related to the initial issuance of land use right certificates for some households in Cong Lac and Van To communes (Tu Ky district).

Review of investment, land allocation, and issuance of land use right certificates for 16 land plots in the Ngo Quyen East residential area (Hai Duong City).

Urban master planning and zoning planning tasks in Hai Duong City and Ninh Giang and Thanh Ha districts.

Rearranging and relocating the working headquarters of the Provincial Investment and Construction Project Management Board; estimating the costs of transferring state capital in state-owned enterprises undergoing divestment according to Decision No. 184/QD-TTg.

Transfer of assets related to the rural domestic water supply project in Phuong Hoang commune (now An Phuong commune), Thanh Ha district.

The Thiên Thần shrine, part of the Quỳnh Khê communal house complex in Kim Xuyên commune (a provincial-level historical site), will be relocated to make way for the construction of a multi-level interchange project with National Highway 5 in Kim Xuyên commune (Kim Thành district).

Issuing a list of drugs subject to centralized bidding at the local level; stipulating the quantity and monthly support level for village and residential area health workers in communes, wards, and towns within Hai Duong province.

Plan for implementing the National Strategy on attracting and utilizing talent until 2030, with a vision to 2050.
