18 universities use V-SAT test results for admission, what does the Ministry of Education and Training say?

The Ministry of Education and Training said that in recent days, the mass media has published a number of articles about the V-SAT exam, which was jointly conducted by 18 higher education institutions and the National Testing Center and Education Quality Assessment under the Department of Quality Management, with the title: "The Ministry of Education and Training announces sample questions for the V-SAT exam for university admissions."

Regarding this matter, the Ministry of Education and Training affirmed that the Ministry has no policy to assign the National Testing Center and Education Quality Assessment to develop tests for universities to use in university admissions.

The cooperation between universities in organizing exams must comply with the provisions of the current Regulations on University and College Admissions for Preschool Education.

The list of schools that the Ministry of Education and Training sent this document to includes: Banking Academy, Thai Nguyen University, Duy Tan University, Banking University of Ho Chi Minh City, Saigon University, University of Finance - Marketing, Open University of Ho Chi Minh City, Can Tho University, Vinh University, University of Economics - Finance of Ho Chi Minh City, Hung Yen University of Technical Education, Van Lang University, Dong Thap University, Tra Vinh University, Ho Chi Minh City University of Law, Ho Chi Minh City University of Technology, Lac Hong University, Hanoi University of Construction.

These are 18 schools that have previously decided to use the V-SAT exam results for admission and signed a Memorandum of Understanding on the recognition and use of this exam results for admission in 2025.

Why does public opinion misunderstand that V-SAT is an exam of the Ministry of Education and Training?

The reason why the Ministry of Education and Training had to issue the above document is because from information on social networks and the press, public opinion assumed that V-SAT was an exam organized by the Ministry and this misunderstanding is not without reason.

In 2023, this exam will appear for the first time and will be organized by universities for admission, such as Saigon University and Ho Chi Minh City Banking University. In 2024, 5 schools will organize the exam and 10 universities will use the results of this exam for admission. This year, the number of schools that have organized the exam and received the results for admission is 18.

It is worth mentioning that the unit that creates the test questions for this exam is the National Testing Center and Education Quality Assessment under the Department of Quality Management, Ministry of Education and Training. This center is responsible for creating the V-SAT test including the test structure format, sample test questions, test question bank, and test organization software to serve the university admission work. Therefore, because the center is under the Department of Quality Management of the Ministry of Education and Training, public opinion assumes that this is an exam organized by the Ministry.

However, according to the reporter's research, the National Testing Center and Education Quality Assessment has two functions: State management support function and service provision. Because it has an additional service function, providing a question bank and exam organization software for many universities to link together and cooperate with the Center to organize exams is not wrong.

Therefore, the Ministry of Education and Training must issue an official dispatch to remind universities that when organizing this exam, communication must be true to its nature, not causing confusion for candidates and parents.
