On September 19th, the Steering Committee 35 of Ha Long City organized a conference to practice combating, preventing, and handling harmful and toxic information on the internet and social media in 2024. Attending and directing the conference was Comrade Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, and Head of the Provincial Steering Committee 35.
During the program, the Steering Committee 35 of Ha Long City conducted a drill to combat, prevent, and handle harmful and toxic information based on a simulated scenario; spreading positive information according to the motto "Using the good to overcome the bad".
Ha Long is the first district-level locality in the country to pilot a conference and exercise on combating, preventing, and handling harmful and toxic information on the internet and social media. The conference and exercise aim to enhance the leadership and guidance capacity of Party committees and organizations, the advisory role of the City Party Committee's Steering Committee 35; and the coordination capabilities between forces in combating, preventing, and handling information that undermines the Party, the State, and the regime on the internet and social media.
In addition, the conference aims to gradually concretize the coordination process between forces, enhance the capacity for directing and organizing activities, and handle situations related to complex and sensitive incidents of public concern; and address newly arising issues on the internet and social media in Ha Long City in a timely manner, preventing media crises in the area.
Speaking at the drill conference, Comrade Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, and Head of the Provincial Steering Committee 35, highly appreciated the preparation and organization of the drill by the Steering Committee 35 of Ha Long City.
The comrade requested continued thorough, in-depth, and consistent understanding of the importance of protecting the Party's ideological foundation in the new situation; effective counter-arguments against fake news, false and malicious information, and erroneous and hostile viewpoints; recognizing this as a crucial and vital task for the Party and the political system; and emphasizing it as a voluntary, regular, long-term, and resolute undertaking.
The comrade emphasized that, following the drill conference in Ha Long City, the provincial level will organize a drill conference, tentatively scheduled for November, to further spread the spirit of "Discipline and Unity" of the Quang Ninh mining workers' tradition and the coal industry tradition. This will be followed by drills for all Party committees under the province, with the scale, methods, scope, nature, and scenarios developed by the Steering Committee 35 at each level and approved by the Provincial Steering Committee 35. The comrade requested the Provincial Party Committee's Propaganda Department to compile registrations from the units and advise the Provincial Steering Committee 35 on specific directives.
The Steering Committee 35 of the district, town, and city Party Committees and Party Committees directly under the province, the members of the Steering Committee, the expert group, the team of collaborators of the 35..., will continue to promote their role, do a good job in ideological work, and improve the effectiveness of positive information dissemination; resolutely and persistently fight against fake news, false and malicious information, and erroneous and hostile viewpoints in the press, media, and cyberspace. At the same time, they will promote the dissemination of positive and official information; provide full and timely information on the Party's guidelines and policies, the State's and the province's laws and regulations, and issues of public concern...
On the other hand, continue to strictly implement Regulation No. 85-QĐ/TW of the Party Central Committee on the establishment and use of personal websites on the Internet and social networks by cadres and Party members, in conjunction with the implementation of Directive No. 42-CT/TU dated August 4, 2020, of the Provincial Party Standing Committee on strengthening the Party's leadership and guidance, and the effectiveness and efficiency of State management in combating, preventing, handling, removing, and eradicating false, misleading, and harmful information on the internet concerning Quang Ninh province; build model Party branches for thematic activities; and successfully build models of "People's Trust - Party's Choice," "Party Branch 35," "Four Good Party Branches," and "Four Good Grassroots Party Committees" throughout the province.
The comrade requested the Steering Committee 35 of Ha Long City to incorporate the opinions and suggestions of the delegates and finalize the exercise documents; and to work with the Provincial Steering Committee 35 to organize a conference on combating, preventing, and handling harmful and toxic information on the internet and social media related to Quang Ninh province in 2024.
