This morning, April 26th, Mr. Nguyen Dang Anh, Head of the Economic and Budget Committee of the Provincial People's Council, chaired a working session with the Department of Science and Technology (S&T) on the drafting of resolutions stipulating the norms for budgeting, management, use, and settlement of funds for S&T tasks using state budget funds in the province; and a resolution amending and supplementing some articles of Resolution No. 163/2021/NQ-HĐND dated December 9, 2021, of the Provincial People's Council, which stipulates some policies to support the application and dissemination of S&T results in the province during the 2022-2026 period.

According to the report from the Department of Science and Technology, the drafting of the resolutions was based on the guidelines, policies, and laws of the central and local governments. Based on this, the Department of Science and Technology developed, solicited feedback, and finalized the draft resolutions, and has submitted a proposal to the Provincial People's Committee to present them to the Provincial People's Council for promulgation at the next session.
Specifically, the Resolution's main content stipulates the norms for budget preparation, management, use, and settlement of funds for science and technology tasks using state budget funds in the province, including: principles for applying budget preparation norms; norms as a basis for building state budget estimates for implementing science and technology tasks; and expenditure norms for managing science and technology activities.
Funding for the resolution will come from the provincial budget's science and technology expenditure; matching funds from agencies, organizations, individuals, and businesses participating in the task; and funds mobilized from other legal sources.
Currently, there are no regulations at the local level regarding the construction norms and budget allocation for the implementation of science and technology tasks. Therefore, the issuance of this resolution is necessary and consistent with current legal regulations.
Regarding the Resolution amending and supplementing a number of articles of Resolution No. 163/2021/NQ-HĐND of the Provincial People's Council stipulating a number of policies to support the application and dissemination of scientific and technological achievements in the province during the period 2022 - 2026, according to the report of the Department of Science and Technology, practical implementation in the province shows that the policies and financial mechanisms to encourage investment in scientific and technological activities still have certain obstacles and shortcomings that need to be adjusted.
The scope of supported technologies is narrow, the requirements are not suitable for the practical production situation of local businesses, and the level of support is low, thus failing to attract the interest of businesses...
In order to help businesses see the effectiveness of applying science and technology in production and business activities; to encourage people and businesses to participate in technology transfer activities, contributing to socio-economic development; and at the same time support businesses in the province to improve productivity and product quality; protect, preserve and promote intellectual property; product trademarks; innovate, improve technology, and transfer technology... amending and supplementing some articles of the resolution to increase the level of support is necessary and appropriate to the current practical situation of the locality.
The main content of the resolution is to amend the level of support for the application and innovation of technology, the transfer of advanced and high technologies in industrial and service production, in the production and processing of agricultural, forestry, and aquatic products; and the application of high technology in agricultural production.
Revise the level of support for the application and scaling up of results from the implementation of science and technology tasks at all levels to serve socio-economic development. The funding for implementing the policy remains guaranteed from the provincial budget, with support of 15 billion VND for the period 2022-2026 as stipulated in Resolution No. 163/2021/NQ-HĐND.
Concluding the meeting, the Head of the Economic and Budget Committee of the Provincial People's Council, Nguyen Dang Anh, requested the Department of Science and Technology to incorporate the feedback from the delegates to further supplement and finalize the draft resolutions.
It should be noted that the drafting of the Resolution stipulating the norms for budgeting, management, use, and settlement of funds for science and technology tasks using state budget funds in the province must be consistent with local practical needs and ensure compliance with the regulations issued by the Ministry of Science and Technology .
Regarding the Resolution amending and supplementing a number of articles of Resolution No. 163/2021/NQ-HĐND, the Department of Science and Technology is requested to further clarify the contents.
