The Standing Committee of the City Party Committee worked with Hoa Vang district on compensation and land clearance issues.

DNO - On the afternoon of March 27, the Standing Committee of the City Party Committee held a working session with the Standing Committee of the Hoa Vang District Party Committee on compensation and land clearance work in the district. Member of the Central Committee of the Party, Secretary of the City Party Committee, and Head of the National Assembly Delegation of Da Nang City, Nguyen Van Quang, chaired the meeting.

Speaking at the meeting, City Party Secretary Nguyen Van Quang requested the leaders of Hoa Vang district to report on the progress of compensation and land clearance work in the district, focusing on current difficulties and obstacles as well as proposals for resolving them.

At the same time, it is requested that the Party Committee of the People's Committee of the city provide feedback on related issues, so that the meeting participants can discuss and offer their opinions.

According to To Van Hung, Secretary of the Hoa Vang District Party Committee, in 2023, land clearance work was carried out for 72 projects in Hoa Vang district, involving 8,889 dossiers.

Specifically, according to Decision No. 162/QD-UBND dated January 27, 2023, of the People's Committee of the city "on the plan for compensation and resettlement of projects in the city in 2023," 46 projects will be implemented, with 7,798 dossiers.

Accordingly, Group I comprises 20 projects with 3,926 dossiers, of which 2,197 dossiers will have completed land clearance in 2023 and 1,729 dossiers in 2024.

Group II comprises 26 projects with 3,872 dossiers, of which 3,598 dossiers had their land clearance completed in 2023 and 274 dossiers in 2024. In addition, there are 17 projects with 1,101 dossiers where the District People's Committee is the investor.

As a result, in 2023, land clearance work was completed for 16 projects (of which, Group I completed 7 projects; Group II completed 6 projects with 1,281/5,795 dossiers, reaching 22.1%; the group of projects invested by the District People's Committee completed 3 projects with 300/1,010 dossiers, reaching 29.7%)...

Regarding difficulties and obstacles: For resettlement arrangements, the demand for resettlement land in the district is 11,024 plots, of which 3,532 plots are needed for projects currently underway and 7,492 plots are needed for projects in the preparation phase.

Currently, Hoa Vang district has 57 resettlement areas with a total of 6,016 resettlement land plots, of which 2,448 plots have land available and 3,568 plots do not yet have land available.

Furthermore, the resettlement process for plots with large road frontages, such as 10.5m and 15m wide roads, is facing difficulties because households disagree and request to be moved to plots with smaller road frontages, such as 5.5m and 7.5m wide roads, in order to ensure they receive more plots to facilitate the division of property among their children or to easily transfer ownership to cover housing construction costs after the land is cleared.

In addition, the residents disagreed with the plan to relocate them to resettlement areas in other localities and requested to be relocated in the locality where the land was cleared.

The reason is that the land allocated for ongoing projects is unevenly distributed, with localized shortages in some areas of Hoa Son, Hoa Nhon, Hoa Khuong, Hoa Bac communes, etc.

Currently, apart from a small number of personnel trained in land management, finance, economics , etc., but lacking training in land valuation, the Hoa Vang District People's Committee has absolutely no experience in implementing, appraising, and approving specific land prices.

Due to the rapid pace of urbanization in some communes within Hoa Vang district, the demand for managing urban order and construction regulations is very high.

Specifically in 2024, the total number of projects that the district must implement is 50, of which, according to Decision No. 445/QD-UBND dated March 5, 2023 of the People's Committee of the city, 33 projects will be implemented, with 7,311 dossiers.

Secretary of the Hoa Vang District Party Committee, To Van Hung, requested the city to study mechanisms and policies to ensure the rights of people in land clearance and compensation work in accordance with the law.

At the same time, strengthen decentralization and delegation of authority to local governments in implementing tasks related to land clearance.

At the local level, the role and responsibility of Party committees, government agencies, and units at all levels will be strengthened, especially the role of the leaders in directing and implementing the project, mobilizing the participation of the entire political system in the work of land clearance and compensation for projects in the district...
