The Ministry of Industry and Trade has just reported to the Prime Minister on the promulgation of additional and updated plans for implementing the VIII Power Plan.
The report stated that on August 30, the Ministry of Industry and Trade had a working session with the Investigation Security Agency (A09), Ministry of Public Security, to review 154 solar power projects transferred by the Government Inspectorate.
These are the projects mentioned in the conclusion of the Government Inspectorate and transferred to the investigation agency regarding the Ministry of Industry and Trade's approval of supplements and advice to the Prime Minister to approve supplements without basis or legal basis for planning.
However, the Security Investigation Agency, Ministry of Public Security, said that it takes time to review all projects. Therefore, the Ministry of Industry and Trade has no basis to advise the Government on how to handle these solar power projects.
The Ministry of Industry and Trade will base on the report of the Ministry of Public Security to continue to coordinate with relevant units to find solutions for solar power projects that have been assigned to investors by localities in the coming time and report to competent authorities for consideration and decision.
In addition, the ministry has also worked with the Government Inspectorate on violations of wind power and small hydropower projects (in Conclusion 1027 of the Government Inspectorate).

Through review, the Ministry of Industry and Trade found that there were 7 wind power projects approved by the Prime Minister but named by the Government Inspectorate, located in the provinces of Ba Ria - Vung Tau, Ninh Thuan and Dak Lak, including: Cu Ne 1, Cu Ne 2, Krong Buk 1, Krong Buk 2, Cong Hai phase 1, Cong Hai phase 2, Cong Ly Ba Ria - Vung Tau phase 1.
Among the projects proposed by localities to be included in the Plan to implement the 8th Power Plan (2nd time), Dak Nong province has 4 hydropower projects and 6 wind power projects located on mineral land; Binh Thuan province has 7 wind power projects located on mineral land.
After the working session on the above projects in the provinces, the Government Inspectorate said that it will have a written response to the Ministry of Industry and Trade on the discussed contents and will send a document to the relevant localities to request a report on the correction of the contents pointed out by the Government Inspectorate.
"The Ministry of Industry and Trade recommends that the Prime Minister direct the Government Inspectorate to respond soon so that the ministry has a basis to advise on considering the implementation of the above projects in the next plan supplement," the report stated.
In the report on the issuance of additional and updated plans for implementing the Power Plan VIII, the Ministry of Industry and Trade said that the Power Plan VIII was issued more than a year ago, and many localities are waiting for the Prime Minister to approve the update and supplement of the Power Plan VIII implementation plan (2nd time) to carry out assigned tasks.
Therefore, the Ministry of Industry and Trade recommends that the Prime Minister soon issue this plan. At the same time, it recommends that the Prime Minister assign localities to continue studying the potential of small hydropower projects, renewable energy and other power sources to serve the calculation and proposal in the process of reviewing and adjusting the upcoming Power Plan VIII.
Research for trading self-produced and self-consumed rooftop solar power The Government Office's official dispatch dated September 7 quoted Dr. Cao Anh Tuan, an independent expert on the electricity market, as saying that in order to meet the needs of economic development and the greening needs of businesses, it is necessary to expand the capacity of rooftop solar power. However, it is necessary to clarify the output between the requirements of rooftop solar power for the Private DPPA mechanism. Dr. Cao Anh Tuan proposed that the Ministry of Industry and Trade allow investors to lease roofs to third parties and invest in providing solar power for the enterprise itself in the form of self-production and self-consumption. Specifically, allowing the trading and sale of self-produced and self-consumed rooftop solar power within the scope of an industrial park, export processing zone, etc. Regarding this issue, Prime Minister Pham Minh Chinh assigned Deputy Prime Minister Tran Hong Ha to direct the Ministry of Industry and Trade to study the above information for reference in the process of drafting the Government's Decree on mechanisms and policies to encourage the development of rooftop solar power; and report to the Government before September 10. |
