Attending the conference were Comrade Duong Duc Huy, Member of the Standing Committee and Head of the Provincial Party Committee's Propaganda Department; leaders of several provincial departments, agencies, and organizations, as well as districts, cities, and towns; 400 key leaders and officials of the Youth Union at all levels, along with Youth Union members and young people in the province.


According to detailed statistics on the internet and social media landscape, in 2023, Vietnam had 77 million users (accounting for 79.1% of the population). Social media has become a crucial platform with over 70 million participants, the majority of whom are young people. Young people in Lao Cai are also following the current trend of using the internet and social media.

Social media allows users to easily access information from many different sources, transcending geographical and temporal boundaries. The benefits that the internet and social media offer, if used appropriately, are enormous...
However, cyberspace contains many risks that can negatively impact users' work, personal relationships, and lives. Taking advantage of this, hostile and subversive forces have violated national security with increasingly sophisticated methods and tactics. They exploit social media to spread false and distorted narratives, opposing the Party and the State, which directly impacts the thoughts, feelings, will, and beliefs of young people regarding the cause of national construction and defense. Therefore, in addition to combating and exposing false and hostile narratives in cyberspace, it is also necessary to protect the younger generation from a wealth of misinformation online.

The dialogue conference between the Chairman of the Provincial People's Committee and young people, themed "The role of agencies, units, and levels of government in ensuring the development of youth in the face of online impacts," is a political event and an important forum for young people to express their thoughts and aspirations, as well as to assess, propose, and recommend solutions to the Chairman of the Provincial People's Committee regarding the impact of online environments.
At the conference, 22 direct opinions and numerous written questions were received from youth union members and young people addressed to agencies, units, and levels of government regarding the issue of ensuring youth development in the face of online impacts.
The discussions focused on the following topics: Solutions from various levels, sectors, and functional agencies to address internet infrastructure issues in remote and disadvantaged areas; solutions to review, strengthen, and encourage community digital technology groups, especially those with youth participation, to enhance their effectiveness in carrying out their tasks. Several solutions to mitigate the negative impacts of social media, improve content, and prevent and combat harmful and toxic information posted on social media platforms. Specific plans and actions of the Provincial People's Committee and various levels and sectors to protect young people from the risks of receiving inappropriate information, online violence, and online coercion. Solutions to ensure information security and safety; prevention and control of cybercrime; and support for young people to access e-commerce platforms...
The opinions and suggestions of young people at the conference were directly addressed by representatives of the leadership of various sectors, agencies, and units in an open and responsible manner.



Speaking at the dialogue conference, Comrade Trinh Xuan Truong, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, affirmed that all levels, sectors, agencies, and units are always concerned with ensuring the development of young people in the face of impacts from the online environment.
The Chairman of the Provincial People's Committee requested that in the coming period, the heads of Party committees, governments at all levels, and departments and agencies should strengthen direct dialogue with young people to promptly receive feedback and thereby develop solutions to improve the quality of leadership and management in all fields. Departments and agencies should seriously consider the issues raised in today's dialogue and promptly and effectively resolve the legitimate requests of young people.

For youth union branches at all levels in the province, it is necessary to innovate and be creative in the work of mobilizing, gathering, uniting, and guiding young people through movements linked to the local political tasks. This includes focusing on innovating and improving the quality of media products to attract and engage union members and young people, educating them on revolutionary ideology, politics, and ethics, and reducing the negative impact of social media on union members and young people. At the same time, it is crucial to continuously educate and cultivate revolutionary traditions, building a generation of young people with strong political convictions, ideals, and aspirations to contribute to the development of the locality.
During the dialogue conference, the Chairman of the Provincial People's Committee specifically urged the youth of the province to have the courage, conviction, and knowledge to navigate information on social media, and to play a role in preventing and combating harmful and toxic information in cyberspace. Every youth union member must be a civilized user of social media. The Chairman expressed confidence that the youth of Lao Cai will continue to demonstrate their pioneering and volunteer spirit, seize opportunities, overcome challenges, and excellently fulfill their assigned tasks, contributing to building a more prosperous and happy Lao Cai.



At the conference, awards were presented to collectives and individuals who performed well in the youth emulation movement for national sovereignty in Lao Cai province in 2023.
