On the morning of September 26, comrade Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee chaired a working session with the Department of Finance on the implementation of tasks after the merger and key tasks in the last months of 2025.

Attending the meeting were Comrade Nguyen Manh Tuan, Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee; and leaders of departments, boards, and agencies in the province.

At the meeting, Comrade Van Dinh Thao, Member of the Standing Committee of the Provincial Party Committee and Director of the Department of Finance, reported on the implementation of the unit's tasks since the merger. Regarding planning, development, and implementation of economic development tasks: The Department of Finance has researched and proposed adjustments to the provincial planning after the merger; submitted to the Provincial People's Committee growth scenarios for the third quarter, the first nine months, and the whole year of 2025; chaired the process of advising on the development and completion of the basis for calculating development indicators until 2030; and advised on the development and submission for promulgation of Resolution No. 15/NQ-HĐND dated July 25, 2025, of the Provincial People's Council on the local budget revenue and expenditure estimates for 2025…

Regarding budget revenue, as of September 24th, total state budget revenue in the area reached VND 5,099.8 billion, equivalent to 57.8% of the projected target; the estimated total for the whole year is VND 7,187.3 billion, equivalent to 81.5% of the projected target. Of this, domestic revenue is approximately VND 6,262 billion, revenue from import and export activities is VND 268 billion, and revenue from land use fees is VND 1,600 billion.

Regarding public investment, the Prime Minister assigned a capital plan of over 11,954 billion VND in 2025, with over 97% already allocated in detail. However, the disbursement progress has only reached about 28.6% of the plan, leaving nearly 12,000 billion VND unspent. Investment attraction in the province has seen significant progress; from July 1st to the present, the province has approved 31 projects with a total capital of over 17,000 billion VND, bringing the total number of projects in the province to 805. Regarding business development, the province currently has 6,121 businesses, with 211 new businesses established after mergers, with registered capital of nearly 890 billion VND…

Regarding the progress of key projects, as of September 20th, some projects such as the new urban area on the banks of the Lo River and the An Tuong Riverside urban area have basically completed land clearance and are constructing technical infrastructure, but are still facing obstacles related to land prices and financial obligations. The My Lam Sports Complex and Golf Course project by Vingroup has been allocated over 85 hectares of land and is currently undergoing detailed planning adjustments. The technical infrastructure project for the Xuan Van Industrial Cluster and the Tuyen Quang Biomass Power Plant by Erex Group has been approved for investment, and the investor is currently completing the necessary legal documents and procedures. In addition, the province is also implementing the GO! supermarket project, the My Lam resettlement areas, the Tan Ha urban area, and the My Lam resort urban area project, covering over 540 hectares.

During the meeting, delegates focused on discussing and clarifying difficulties and obstacles in budget revenue collection, public investment disbursement, and the progress of key projects. Many opinions suggested the need to quickly remove bottlenecks in administrative procedures, especially those related to land prices, financial obligations, and land clearance, in order to create favorable conditions for investors to accelerate project progress.

Concluding the meeting, Chairman of the Provincial People's Committee Phan Huy Ngoc acknowledged and highly appreciated the efforts and sense of responsibility of the Finance sector in the past period. He emphasized that, in addition to the achievements, the management and implementation of economic development tasks still have limitations that need to be addressed in the coming time.

The Chairman of the Provincial People's Committee requested that departments and agencies coordinate more closely in advising and organizing implementation, especially in budget revenue and expenditure, allocating resources for each year and the entire term according to the principle of established quotas and priorities, ensuring practicality, efficiency, and avoiding waste and violations. Some areas and projects need increased auditing before implementation. Regarding final accounts and disbursement, specific guidance and general regulations are needed to facilitate implementation. He also noted that attracting investment requires a new mindset, aiming to create a favorable environment for businesses and people. For funds that cannot be allocated, departments and agencies are requested to compile a list and return it to the central government. At the same time, strengthen the review of documents and regulations of the two former provinces; those that are reasonable should be continued, but only through a separate document from the new province… Departments and agencies need to strengthen coordination with other departments, agencies, and localities in resolving difficulties, creating a favorable environment to attract investment, and promoting business development…
