Chairman of the Provincial People's Committee: Thai Hoa town must overcome pressure to achieve development goals

On the afternoon of October 19th, Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, along with leaders of various departments and agencies, worked with the leaders of Thai Hoa town to assess the socio -economic situation and national defense and security from the beginning of the term to the present, and the more than two years of implementing Resolution No. 02 of the Provincial Party Standing Committee; and to discuss key tasks and solutions for the coming period.

ATTRACTING INVESTMENT IS A BRIGHT SPOT FOR THE TOWN AMIDST DIFFICULT CIRCUMstances

Reporting at the meeting, Chairman of the People's Committee of Thai Hoa town, Chu Anh Tuan, said that since the beginning of the term, the socio-economic situation of the town has developed in accordance with the plan; the economic growth rate in 2021 reached 7.55%; in 2022 reached 9.35%; and in the first nine months of 2023 reached 6.6%.

The town has gradually developed a concentrated agricultural production area applying high technology, covering over 426 hectares. Several new production models have been implemented and are initially yielding economic benefits, such as the high-quality pure rice model, the sweet corn cultivation model, and the goat breeding model.

The town's economic structure is shifting in the right direction, with a gradual increase in the proportion of the service and industrial-construction sectors, and a decrease in the proportion of agriculture, forestry, and fisheries. Total social development investment has increased significantly; State budget revenue in 2022 reached VND 252.45 billion; and in the first nine months of 2023 reached VND 99.524 billion.

Cultural and social fields receive attention; 100% of schools and health stations meet national standards, with 58.6% of schools achieving level 2 standards. People's living standards are constantly improving, with the poverty rate according to the new standard at only 1.17%. National defense, security, and social order and safety are ensured.

Investment attraction has shown many improvements. After more than 2 years, the town has attracted 8 projects with a total investment of 1,845 billion VND. In addition, the town is actively attracting 5 projects with a total investment of more than 2,000 billion VND, expected to complete investment procedures in 2023. The result of public investment disbursement as of October 10, 2023 reached 52.89%, higher than the provincial average (46.56%), ranking 10th in the district block.

Many large-scale public investment projects in the area are being gradually implemented such as: National Highway 48 bypass through Thai Hoa urban center, Bau Sen Park, Sub-project to build inner-city crossroad N7 and the road at the beginning of Hieu 2 Bridge, Thai Hoa town under the BIIG2 Nghe An project... contributing significantly to completing the town's infrastructure.

The town's construction of a type III urban area up to now has basically met the standards. Up to now, through the results of self-assessment and scoring according to the criteria of a type III urban area, Thai Hoa town has achieved 80.02 points/75.0 minimum points, corresponding to 54/63 standards. The town will continue to complete the criteria to prepare a profile for recognition as a type III urban area in 2024, 1 year earlier than the target in Resolution No. 02 of the Provincial Party Standing Committee.

In addition to the results achieved, the economic growth rate of the town has not reached the set roadmap. Administrative reform has not yet met the requirements. Investment resources are still small compared to the need to complete infrastructure to build the town into a provincial city before 2030.

At the meeting, leaders of departments, branches and sectors requested Thai Hoa town to pay attention to investing in cultural institutions in blocks and villages; increase the application of scientific and technological advances in tourism, urban areas and healthcare; form a regional logistics center; promote the connection advantages of the Northwest regional center to develop industry, trade and services.

Thai Hoa town also needs to strengthen training and create jobs for workers; review land use planning; strengthen economic restructuring according to the Resolution of the Town Party Congress; study mechanisms and policies for land accumulation; concentrate resources on investing in transport infrastructure; effectively improve the investment and business environment, and coordinate in handling 27 slow-progressing projects.

HIGH DETERMINATION, GREAT EFFORT TO ACHIEVE THE SET GOAL

Concluding the meeting, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, Nguyen Duc Trung, highly appreciated and commended the positive results that Thai Hoa town has achieved since the beginning of the term, despite facing many difficulties.

Economically, the town's economic growth rate was quite good; budget revenue in 2022 was quite good, but the first nine months of 2023 still faced difficulties. Investment attraction in the town has shown positive progress, initially attracting large-scale projects, such as the Viet A Steel Structure and Electric Cable Manufacturing Complex project with a total investment of 1,128 billion VND.

The town's disbursement of public investment capital is higher than the provincial average. Cultural and social fields, social welfare, and job creation have received attention and achieved many positive results. The town's urban landscape is quite attractive, green, clean, and beautiful; national defense, security, and social order and safety are maintained stably.

To achieve these results, the Chairman of the Provincial People's Committee stated that a crucial factor was the high level of solidarity, unity, and cooperation in carrying out common tasks among the Town Party Committee, the Standing Committee, and the Town Party Committee's Executive Board.

Besides the achievements, the head of the Provincial People's Committee noted that the town's economic scale is modest, ranking 17th out of 21 districts, towns, and cities; many criteria for a type III urban area have not been met as stipulated. Budget revenue is not sustainable and heavily dependent on revenue from land use fees.

Many projects are progressing slowly, and land clearance is lagging behind some projects. State management in some areas remains inadequate, especially regarding violations in construction activities, encroachment, misuse of land, and violations of traffic safety corridors. Administrative reform is not yet stable and lacks breakthroughs.

Emphasizing the key tasks for Thai Hoa in the coming period, Chairman of the Provincial People's Committee Nguyen Duc Trung reiterated the development goals of Thai Hoa town according to the Resolution of the Town Party Congress, which is to become a type III urban area by 2025 and a city directly under the province by 2030.

On the other hand, according to Resolution No. 02 of the Standing Committee of the Provincial Party Committee, the goal is to build and develop Thai Hoa town into a central urban area of ​​the Northwest Nghe An region; and according to Resolution No. 39 of the Politburo, the goal is to build Thai Hoa town into a dynamic urban area and a center of the Northwest Nghe An region.

"Achieving the goals set out in the above resolutions places immense pressure on Thai Hoa town. If the town lacks strong determination, significant effort, and a clear focus on key priorities, it will be difficult for Thai Hoa to achieve these goals," the Chairman of the Provincial People's Committee emphasized, adding that this is not solely Thai Hoa's responsibility but also the responsibility of the province and its various departments working alongside the town. In fact, the province has already shown concern for Thai Hoa town through various specific mechanisms and policies.

To implement the identified goals, Comrade Nguyen Duc Trung suggested that Thai Hoa town should review and evaluate the results of implementing the goals, targets, and tasks set out in the Resolution of the 3rd Party Congress of Thai Hoa town and Resolution No. 02 of the Provincial Party Standing Committee to develop solutions for leadership, guidance, and organization of implementation in the coming period.

The Chairman of the Provincial People's Committee also emphasized that the priority for Thai Hoa town currently is to review and finalize its planning, given that the town's development space is currently limited and does not meet the criteria for developing into a city in the future.

In its planning, the town needs to review land use planning to make appropriate adjustments, especially for agricultural land. In addition, it should review existing urban planning and urban areas within its jurisdiction, planning along the Hieu River, and technical infrastructure planning to meet urban criteria. Planning for centers should prioritize those that are feasible and suitable to the actual conditions.

The Chairman of the Provincial People's Committee also requested Thai Hoa town to mobilize and utilize resources effectively. Given the limited resources, the town should prioritize key infrastructure projects for investment, completing each project before moving on. All allocated resources must be used efficiently, especially public investment funds and the three national target programs.

In addition, the town needs to plan for the implementation of economic restructuring goals. Regarding services, the town needs to focus on the services outlined in the Resolutions, prioritizing them in the following order: trade, education, healthcare, vocational training, and high-tech agriculture.

In the industrial sector, it is necessary to enhance the attraction of investors and businesses. To achieve this, the town needs to adjust its land use planning, build suitable industrial clusters, and study the construction of future industrial zones to take advantage of its proximity to Hoang Mai town.

In agriculture, the application of high technology in the town still has limitations and its effectiveness is not yet high. Therefore, the town needs to focus on orienting the shift from high-tech agriculture to organic agriculture to improve quality and sustainability. It should concentrate on directing the construction of advanced new rural areas, developing and replicating production models, and improving the efficiency of production and consumption of OCOP products.

Chairman of the Provincial People's Committee Nguyen Duc Trung also requested the town to strengthen the management of land, construction, and urban order. Urban beautification needs to be paid attention to right now so that Thai Hoa urban area can be truly modern and civilized; pay attention to environmental protection for production projects, especially industrial production projects.

In addition, Thai Hoa town needs to promote cultural and historical values ​​for economic development. To do so, it is necessary to promote the call for capable investors. Continue to improve the quality of education, training, and healthcare. Pay attention to vocational training, job creation, livelihood creation, and income and living standards for people. Take care of social security and policies for people with meritorious services.

Emphasizing that Thai Hoa town still needs to develop industry if it wants to develop, the head of the provincial People's Committee also requested Thai Hoa town to step up improving the investment and business environment in the spirit that investors' difficulties are the government's difficulties; actively accompany and support investors.

Focus on administrative reform to create breakthroughs, review and urge the implementation of slow-progressing investment projects; pay attention to strong digital transformation in agencies and units in the area, aiming to serve people and businesses.

Emphasizing that if the town wants to develop, it must be stable, the Chairman of the Provincial People's Committee requested Thai Hoa to properly resolve complaints, denunciations and pressing issues right at the grassroots level; not to let hot spots form; and to strengthen national defense, security, social order and safety, and security in special areas.

At the working session, Chairman of the Provincial People's Committee Nguyen Duc Trung concluded the directions for resolving the recommendations and proposals of the town from the perspective of creating favorable conditions for Thai Hoa to develop according to the set goals./.
