During the public consultation session, 17 cases involving numerous citizens registered to meet with the Chairman of the Provincial People's Committee. Among the petitions were four large-scale petitions: a petition from 37 households in Nam Hieu village, Cam Hieu commune, Cam Lo district, concerning the surveying and planning of support for the traffic safety corridor of the overpass section of National Highway 9, part of the Van Ninh - Cam Lo expressway project; a petition from 23 households in Vinh An village, Cam Hieu commune, Cam Lo district, requesting the construction of stilt houses to protect residents from floods due to the lack of drainage culverts in the Van Ninh - Cam Lo expressway project, posing a risk of flooding during the rainy season; a petition from 14 households in Binh My village, Cam Tuyen commune, Cam Lo district, regarding the use of forest land by local residents; and a petition from 5 households in Truc Lam village, Gio Quang commune, Gio Linh district, regarding land clearance for the eastern bypass road project of Dong Ha city.

The remaining recommendations mainly relate to land issues, such as requests for additional land allocation, compensation for land clearance, resolution of land disputes, resolution of violations in land management, and enforcement of land-related judgments. In addition, there are some recommendations regarding the provision of benefits and policies for people with meritorious service.

Upon review, 10 cases were found to be outside the jurisdiction of state administrative agencies; still within the timeframe for resolution by competent authorities; and had been resolved according to proper procedures and regulations, yet citizens continued to petition.

During the public consultation session, Chairman of the Provincial People's Committee Vo Van Hung refused to receive citizens in cases that did not fall under the jurisdiction of the administrative agency and cases that had already been assigned to the competent authority and were still within the resolution period.

In the remaining cases, the Chairman of the Provincial People's Committee acknowledged the citizens' requests and simultaneously requested the leaders of relevant departments, agencies, and localities to report in detail on the content of the cases and the progress in resolving the assigned requests.

Chairman of the Provincial People's Committee Vo Van Hung requested that relevant agencies and local authorities actively resolve petitions within their jurisdiction; the resolution process should involve establishing a working group to inspect the current situation and verify relevant information objectively, while also emphasizing that the application of laws must follow the correct procedures and regulations to ensure citizens' rights.

We request that the Department of Justice direct the Legal Aid Center to assist citizens in exercising their rights regarding petitions, complaints, and denunciations in accordance with the law, ensuring the protection of citizens' rights.
